Urban Community Governance

Since the reform and opening up,China's social economy has achieved rapid growth,but the grass-roots level of social governance does not match economic growth,and the broad masses of the people have not been able to enjoy all the results of social development.The Nineteenth National Congress of the Communist Party of China made it clear that socialism with Chinese characteristics has entered a new era,and the main contradictions of socialism in China have been transformed into the contradictions between people's demand for a better life and the insufficient development of imbalance,especially in grass-roots communities.In recent years,a wave of community governance has been set up in all parts of the country after the western countries.They are actively exploring and innovating their own community governance,such as the typical Shenyang model,Qingdao model,Shanghai model,etc.,which are worth learning and learning.In this paper,six principles and four ways of innovation of community governance are explained respectively.Five principles include: adhere to the Party's leadership,governance innovation;adhere to people-oriented,service for residents;adhere to mutual coordination,co-governance and sharing;adhere to urban and rural coordination,coordinated development;adhere to local conditions,step by step.Four ways include: mobilizing residents' enthusiasm for participation;cultivating diversified theme participation;establishing community governance system;promoting community talent team building,further improving community governance capacity;and fostering public spirit.Taking Yancheng community as an example,this paper synthetically uses the methods of literature research,comparative analysis and case study to summarize the relevant domestic and foreign literature on urban community governance,and clarifies several main concepts of this paper,namely community,governance,community governance,etc.Then,it discusses the governance theory,urban and rural community governance theory,new public service theory and other related theories.Introduce.This paper also analyses the existing problems of community governance in Yancheng City,such as low participation of residents,rigid management mode and low legalization.Then it analyses the necessity of community governance innovation,and puts forward some suggestions for community governance innovation in Yancheng City,including innovation of governance concept,innovation of system and mechanism,innovation of resource guarantee,etc.
