Research On The Application Of Community Security Funds In Urban Community Governance

The practice of community development in China has gone through different stages such as community service,community construction and community governance.Along with the put forward of the general goal,which aims at "promoting the modernization of national governance system and governance capacity",community governance has aroused scholars' discussion.Community has gradually became the field of interaction and game between multiple subjects.Under the dual influence of market economy and national policies,the fund system that the state invests in the community is increasingly mature and perfect.As an important community resource,the community security fund plays an important role in the community governance of C city and has an impact on residents' participation in community public affairs.In order to carry out related research on community security funds in urban community governance,the author takes three representative communities in city C as examples.From the macro(community security fund system,resources and the organizational form of the community governance subject)and micro(actions involving residents)to build framework.Questions: how can community security funds activate social forces to participate in community governance? Combining the results of the initial survey,the author decomposed this question into two sub-questions: first,how does community security funds affect the participation of residents,community organizations,and informal elites in community governance? What kind of community governance structure is formed by the interaction between various actors under the influence of community security funds? Second,what is the action logic for residents to participate in community public affairs under the influence of community security funds?In order to answer the above questions,firstly,the author analyzes three cases of using community security funds in different ways in City C,and describes the organizational form of community resources under the influence of the community security funding system.The community security fund system has promoted the situation that multiple subjects collectively master community resources,and while the multiple subjects play a governance role,objectively form residents' participation circles centered on different governance subjects.The "multi-center" community governance structure is described in this article.Secondly,the author takes the distance that center on the residents and the subject of community resource as the dimension,defines the role of residents in participating in community public affairs as "active people" "consumers" and "free riders".It is believed that residents can change role while approaching different resource centers in the community,and explain the logic of residents 'participation gradually changing from the passive participation that the residents' committee as a center and limited mobilization to the role change participation that residents move to resource centers.Insufficient community autonomy and inefficient use of community resources are the long-term dilemmas of community governance.Objectively,it is difficult to achieve "everyone's participation" in a short term.Through the research in this article,the author believes that in the process of promoting community development,the application of community security funds in the community can provide community residents with a flowable space and alternative ways to participate in community public affairs,residents can flow and change role between different resource centers,and then realize the "wide public participation" in the overall sense of community governance.Therefore,the author believes that the "multi-center" governance structure built within the community by the community security funds provides space and channels for residents to participate in the role change,promotes residents' autonomy and the integration of community resources,and promotes the construction of "common governance and shared" community development pattern.At the end of this paper,there are some discussions on how to avoid the formation of a new social organization as a single resource center.
