In the 21st century,science and technology are making rapid progress.Talents are the most important resources for countries and regions.They are the most active factor in modern economic competition.If a country wants to develop its economy and culture,it must stand on the high ground of elite personnel.In 2016,the central committee of the communist party of China issued "Opinions on Deepening the Reform of Personnel Development System and Mechanism",which puts forward that we will deepen reform of the talent development system to achieve breakthrough on the key areas and key links of talent development system and mechanism and meet development goals in 2020.Besides,we will push our country into the ranks of the great power and talent of human resources,and achieve the transformation from "made in China" to "wisdom in China".Thus it can be seen that the issue of talents accumulation is not only a policy focus,but also a useful tool for development.Due to the particularity of economic development in our country,there are two unbalanced problems of talents resource in China.Firstly,the supply of human resources is in short.Secondly,the distribution of human resources has an unbalanced structure,and most of the high-quality talent resources are gathered in big cities among the southeast coast.Therefore,in small and medium-sized cities,there is a severe shortage of talented people,which leads to a shortage of talents and brain drain in the construction of science and technology parks in small or medium-sized cities.Based on the case of Beihai City,this paper draws lessons from the experience of Kunshan and Langfang,deeply studies and puts forward some corresponding solutions strategies.In the introduction and the first chapter,the paper summarizes the concepts of talents accumulation,and related theories.The second chapter selects a typical science and technology park in small and medium-sized city:Beihai Marine Industry Science and Technology Park.Based on distributed questionnaires,in-depth interviews and SPSS data analysis,the article summarizes some typical obstacles in talents accumulation,which includes the shortage of stock of talent and brain drain,the development of economy and insufficient industry competition advantages,the effectively-played talent policy,the imperfect talent management system,and the less attractive living environment.According to the findings above,this paper further puts forward policy optimized path.The third chapter compares and analyses the construction experience of two different types of cities:Kunshan and Langfang.According to the arnalysis above,the fourth chapter puts forward specific suggestions on the construction of talents accumulation of science and technology parks in small and medium-sized cities,which includes:strengthen competitiveness of the urban and strength industrial development to promote talent agglomeration,establish a superior platform and talent reserve center for ultra-competitive,provide supporting policies and enterprise cultivating soil and create a scientific salary system and high-quality living environment,etc.The countermeasures above can not only directly guide the practice of talent accumulation in the Beihai Marine Industry Science and Technology Park,but also have some reference significance for the optimization of talent pooling strategies in the small and medium-sized cities in China.The fifth chapter is conclusion and outlook.
