In recent decades,China's tertiary industry has enjoyed a good momentum of development. The proportion of its industrial added value to the gross national product has gradually exceeded that of the primary industry, but the dominant position of the secondary industry is hard to shake.Under such circumstances,China needs to change its industrial structure model as soon as possible. This requires changing its traditional upgrade model that relies on heavy industry, achieving changes in its level, and shifting from a traditional upgrade model to an advanced upgrade model based on the tertiary industry. In recent years, the industrial structure has gradually escalated. In this critical period of adjustment, this paper has studied the current status of human capital development in China, identified shortages of development and places incongruous with the upgrade of industrial structure, and tested the industry against theoretical analysis and empirical analysis. The mechanism of the influence of the structure provides an effective way for the upgrading of the industrial structure. The first chapter defines the related concepts and selects suitable measurement methods to describe the research objects.Summarizes the main representative theory of human capital and industrial structure.Based on this,it analyzes the ways in which human capital influences the industrial structure and explores the influence mechanisms of the two. From the perspective of supply, the improvement of human capital can promote the development of high-tech industries, which is embodied in the input of human capital to improve the knowledge structure.Their level of knowledge facilitates technical progress and improves the quality of the workforce, thereby promoting The development of the tertiary industry. From the perspective of demand, human capital can increase the labor income to stimulate the market's demand for emerging products and services. The second chapter analyzes from the status quo the problems such as the low level of China's human capital stock and the unreasonable distribution of education level. After calculation,it is concluded that China's average education period is around 10.14,and the per capita human capital is about 321,540 yuan. The human capital structure has the problem that the proportion of the labor force that is subject to higher education is too small and the overall quality is low.In addition, this chapter calculates the coefficient of deviation between the human capital structure and the industrial structure in 14 countries in China and abroad. The degree of deviation between the primary industry and the secondary industry in China is too high. There is a serious problem of overemployment in the primary industry. The secondary industry and The employment disparity in the tertiary industry is relatively large, and it is contrary to the employment bias in the primary industry. It is necessary to transfer a large number of low-level labor to other industries. As a whole,China's overall deviation is higher and far higher than that of high-income countries.Chapter 3 uses cointegration test Granger causality test and impulse correlation function test analysis that human capital stock and structure can affect the upgrading of industrial structure, and industrial structure upgrading is not a factor that affects the human capital stock and structure.Specifically, increasing the investment in per capita human capital and increasing the proportion of the labor force in the higher education level will promote the upgrading of the industrial structure. Finally, the conclusion is concluded, and suggestions for promoting the upgrading of the industrial structure are proposed based on the analysis results. To increase investment in human capital, increase the per-capita level of human capital, increase the proportion of the labor force in higher education, optimize the distribution of education at all levels of human capital, increase the skills of the labor force, enable it to flow among industries, improve the employment structure, and increase the human capital and demand structure. The level of adaptation and other suggestions.
