On July 22,2016,the Ministry of Human Resources and Social Security clearly stated at the press conference in the second quarter that it was researching and formulating personnel management systems for universities and public hospitals that were not included in the management.At present,the number of teaching and administrative staff in universities and colleges in China has reached approximately2.23 million.The implementation of the “de-compilation” policy will undoubtedly have a widespread and far-reaching impact on this group and higher education.How can the “de-editing” policy of the university be stable? Implementation,how the government,universities,and staff and workers through the transition period,empty window period and painful period,these are issues that need to be considered before the formal implementation of the policy.The paper focuses on the questionnaire survey,combines interviews and literature methods,conducts research on six college teachers in Nanchang City,and analyzes the two aspects of the university's "de-compilation" policy's mass perception and impact evaluation.The results show that the degree of recognition of the“decompilation” policy is high for college teachers;most college teachers believe that “ decompilation ” has a certain role in promoting the flow of talents in universities,enhancing scientific research capabilities,and accumulating experience in the reform of public institutions.College teachers' satisfaction with wages,housing assistance,and start-up funding for scientific research is not high,and needs urgent improvement.For the problems reflected in survey data,combined with the corresponding data model,the report put forward some targeted improvements.
