With the continuous deepening of economic globalization,in order to respond effectively to the global challenges posed by the continuous improvement of industrial competitiveness of developed countries,China has put forward the “Made in China 2025” strategy to promote the transformation and upgrading of the manufacturing industry.No qualified personnel with professional theoretical knowledge and sufficient practical experience.China has always attached great importance to the training of high-quality personnel.As of August 30,2017,there were a total of 12,300 vocational colleges nationwide,with 9,307,800 students enrolled each year and nearly 27 million students.It can be said that higher vocational education already occupies higher education.Half of the country.As one of the important sources of high-quality talents,the quality of higher vocational education has become the focus of attention of all walks of life.Therefore,it is of great significance for the improvement of China's international competitiveness to construct a comprehensive set of performance indicators to objectively evaluate and promote the quality of education in higher vocational colleges and implement relevant policies that the State encourages the development of vocational education.Based on the existing research,this paper concludes that the existing performance evaluation system has problems such as single evaluation method,poor applicability,and high subjectivity.In this regard,this paper starts from the current status of the performance evaluation system for higher vocational schools,and according to the existing problems mentioned above,according to the principle of performance index evaluation system construction,the input and output method and the balanced scorecard are comprehensively used for index optimization,and when indicators are selected and weights are determined Using Delphi's expert consultation method,through the comprehensive average of expert opinions,selecting indicators and determining the weights of indicators at all levels,an index system of 4 first-level indicators,13 second-level indicators and 61 third-level indicators was constructed.Based on the analysis of the current performance evaluation of A-Professional Institute of Technology,the optimized professional performance evaluation system was used.The Expert Group rated A Vocational Technical College,and compared the evaluation results with the evaluation results of existing evaluation systems.The reason for the difference.Finally,based on the differences in evaluation results and combined with the existing performance evaluation work in A-Professional College,the corresponding safeguard measures are proposed for the construction of performance evaluation system in higher vocational schools.The innovation of this paper lies in the comprehensive use of input-output method and balanced scorecard,constructing a performance evaluation index system that meets the characteristics of higher vocational schools,and determining the index weights through expert consultation,and applying this system to specific vocational and technical colleges.
