Along with the arrival of the era of knowledge economy,the competition between countries,regions and cities with natural resources and capital resources has been gradually transformed into competition with talents and knowledge.With sufficient talent resource advantages to occupy a favorable position in the competition,talent capital has gradually become the most critical strategic resource in the competition.Attracting talents and retaining talents has become a high concern of the society and governments at all levels.At the same time,the development of urbanization and the accelerated regional integration process also make the competition subject between countries and regions change from individual city to city group,and the rapid development of urban agglomeration and the improvement of comprehensive competitiveness are inseparable from the support of talent resources.Therefore,taking urban agglomeration as an example to study the attractiveness of urban talents is of great significance for improving the talent environment and the level of economic and social development in cities and regions.Firstly,based on the analysis and summary of existing research and related theories at home and abroad,this paper sorts out the initial evaluation index system of urban talent attractiveness.Then,a questionnaire on the evaluation factors and index of talent attractiveness was designed based on the initial evaluation index system,and a field questionnaire survey was conducted in Chengyu area.Combined with the survey results,the evaluation factors and index in the initial index system were adjusted and revised,so as to construct the final comprehensive evaluation index system of urban talent attractiveness.Then the evaluation standard and the method of evaluating index weight in this paper---subjective and objective combination of weighting method based on analytic hierarchy process(AHP)and entropy value method(EVM)are described.Then it constructs the comprehensive evaluation model of urban talent attractiveness.On this basis,this paper takes one of urban agglomerations in western economic belt of China---the Chengyu urban agglomeration as an example,and the scope and talent status of Chengyu urban agglomeration are analyzed.After collecting and sorting out the statistical data of relevant index,the paper evaluates the talent attractiveness of Chengyu urban agglomeration.Then this paper presents the comprehensive evaluation of the talent attractiveness of Chengyu urban agglomeration and the specific evaluation results of each city,and compares it with the three major urban agglomerations---Pearl River Delta urban agglomeration,Changzhutan urban agglomeration and Guanzhong plain urban agglomeration.And then the relative advantages and disadvantages of Chengyu urban agglomeration are pointed out.Finally,according to the result of the above evaluation and comparative study,the author puts forward some countermeasures and suggestions for improving the attractiveness of talents in cities and urban agglomerations.
