| Since 1993,higher vocational education in China has been developing rapidly under the impetus of higher education reform.No matter the scale of running a school or the quality of running a school,it has been expanded rapidly and greatly,but there is still a big gap compared with the construction of the modern vocational education system.There are still many prominent problems that restrict the development of higher vocational education,such as the lack of financial input from the state,the difficulties in the cooperation between school and enterprise,and the cooperation of Intercollegiate cooperation.This series of problems involve many stakeholders,the government,the enterprises and other institutes and universities etc.These external stakeholders are the restrictive factors that affect the development of higher vocational institutes,and they are also the indispensable social education resources.Higher vocational institutes and these external stakeholders are cooperative symbiosis.Based on this,it is necessary to study the external governance of Higher Vocational Institutes from the perspective of stakeholders,which will relate to the harmonious,healthy and sustainable development of Higher Vocational Institutes and universities to achieve complementary advantages,resources sharing,mutual benefit and mutual benefit and education.The level of running a school and the quality of personnel training.In this paper,on the basis of a large number of collection and analysis of the literature,select the typical representative samples,carry out investigation and study,analyze the current situation of the development of social education resources in higher vocational institutes,and on this basis,carry out theoretical analysis,and put forward the optimization countermeasures and suggestions for the development of social education resources.This paper is divided into five parts.The first part is the introduction part,which aims to explain the background and significance of the research;the review of the research on the development of social education resources in higher vocational institutes;the definition of the core concepts,and the ideas and methods of research.The second part analyzes the types and characteristics of the social education resources in higher vocational institutes.The types of social education resources include:1,policy resources;2,financial resources;3,human resources;4,material resources;5,information resources;public welfare;industry;ideality;inheritance;difference;mobility.The third part investigates the development of social education resources of Higher Vocational Institutes in Xiangtan,Hunan province by questionnaire survey.Through investigation,it is found that the development consciousness of social education resources in higher vocational institutes is weak,lacking supporting system mechanism and policies,and the utilization rate of social education resources is not high.It results in low integration between schools and enterprises,difficult sharing of inter school resources,and insufficient social service functions.The fourth part analyzes the causes of the results of the questionnaire on the basis of the third part:the public higher vocational institutes are affected by the traditional closed consciousness,and do not pay attention to the strengthening of social contact and the development of social education resources;and the national financial appropriation,lack of sense of crisis and competition,lack of appeal to the stakeholders;and private vocational higher vocational institutes.Like the public higher vocational institutes,there are·no specialized institutions and complete supporting policies and regulations responsible for the development of the whole school resources,and the relations with stakeholders are not coordinated,and the participation of the stakeholders is not high;the absence of the government in school enterprise cooperation and group management is also an important influence factor.On the basis of the third,fourth part,the fifth part puts forward the corresponding countermeasures and policy suggestions to solve the development of social education resources in higher vocational institutes.It is necessary for higher vocational institutes to open schools,enhance their attraction and highlight the development of intension.It is a prerequisite for power and coordination to deal with the interests of external stakeholders.These are essential requirements for developing and utilizing social educational resources in higher vocational institutes.This paper,adhering to the principle of combining theory with practice,deeply analyzes the different situation of the development of social education resources in three higher vocational institutes,which has typical representation and universality.This study provides experience and reference for other higher vocational institutes to develop social education resources,and also provides reference for later researchers. |
