Research On The Construction And Evaluation Of University Safety Culture

Safety culture includes concept culture,institutional culture,behavioral culture,material culture,etc.Like other human spiritual wealth and material wealth culture,it emerges with the evolution of human civilization,and is constantly updated with the development of economy development and civilization.The importance of culture has been recognized by the whole society.The safety culture of colleges and universities is an important part of campus culture.It is the sum of safe material wealth and spiritual wealth formed by colleges and universities in the long-term practice of running schools to ensure the safety of life and property of teachers and students.It has the orientation,education and complementation.The function of innovation and protection has a subtle influence on the safety awareness and safety behavior of teachers and students.The security of colleges and universities is not only related to the common interests of the teachers and students,but also to the fundamental interests of each individual on campus.Strengthening the construction of safety culture in colleges and universities is not only a matter of building a harmonious society,promoting the reform and development of colleges and universities,but also the objective needs of a university that is satisfied by the people.It is also an urgent requirement for cultivating high-quality professionals with safety responsibility and safety behavior.Based on the history of safety culture construction,this paper reviews and summarizes the history of safety culture construction in colleges and universities,analyzes the current situation of safety culture construction in colleges and universities.Under the guidance of safety construction theories,this paper puts forward the construction target of “making safety become a habit,norm,atmosphere and strength”,the construction principle of human nature,systematic,all-staff,feasibility,directionality.Taking the idea culture,institutional culture,behavioral culture,and material culture as the construction content,by the construction path of promoting "theory,law,system" layeredly,"school,family,community" collaboratively,"student,peers,teachers" jointly,"department,department,class" overall,this paper has constructed a five-in-one university safety culture construction model of “goal,principle,content,path and method”,which also uses organizational hierarchy grid method,content system construction method,the centralized education normalization method,online and offline complementarity method,and quantitative assessment evaluation method construction method.On this basis,the evaluation index system of college safety culture construction is established,and the safety checklist method and fuzzy comprehensive evaluation model are used to implement the scientific evaluation of the effectiveness of college safety culture construction.This is an innovative attempt to build a safety culture in colleges and universities.In order to create a safe and orderly campus environment and promote the scientific development of colleges and universities,it provides useful ideas and operational paths.
