Research On Urban Talent Competition Policy

The report of the 19 th National Congress of the Communist Party of China made a comprehensive plan for the talent work in the new era,and clearly pointed out that the key to the goal of national rejuvenation and national prosperity and national strength lies in talents.At present,many cities show a high degree of concern for talents.In order to attract and retain talents,many cities have issued talent policies,and there is a competitive situation between cities.The author takes Z city as an example,on the basis of studying Z city's talent policy documents and consulting the official website data of the government,summarizes the current situation of Z city's talent introduction policies,analyzes the shortcomings of Z city's talent introduction policy system,and finally,based on Z city's case,extends the thinking of improving the talent competition between cities,and puts forward relevant suggestions.China's aging degree is deepening,the trend of fewer children is obvious,the population dividend is gradually reducing,the aging population increases the local financial pressure,the city through the introduction of talents to alleviate the talent structure,economic transformation,and the aging degree.It is found that the talent categories of Z city are diversified,including not only top talents,leading talents,overseas talents,but also young talents including college and vocational school graduates,as well as talents in key industries and social undertakings,etc.;the competition mode is mainly to relax settlement,reward top talents,grant subsidies to inclusive talents,and support entrepreneurship and employment.The relaxation of talent competition and settlement has promoted the process of new urbanization.China's population urbanization is still in the middle stage,and there is room for further improvement.In the task of new urbanization construction,there are clear requirements for the relaxation of settlement,and it is proposed to drive the development of urban agglomerations with the central cities,and the central cities have been recruiting talents to promote urban construction.The key to innovation driven development is talents.However,cities with large talent migration may also cause the contradiction between supply and demand of urban public services to increase in the short term.It is suggested that the city should combine its own natural endowment with its planning and construction,and improve the public service facilities of the city as required.
