Educational poverty alleviation is an important part of precise poverty alleviation in China,which has unique advantages in poverty alleviation.In 2014,the Party Central Committee put forward the strategy of promoting the implementation of precise poverty alleviation,requiring all regions to innovate poverty alleviation ideas and carry out new poverty alleviation methods according to their own characteristics.In 2016,the Ministry of Education comprehensively promoted the student financial aid work focusing on precise target,precise strength and accurate issuing time,and required all local schools to fully implement the student financial aid policies.Educational poverty alleviation plays a fundamental and leading role in the work of poverty alleviation,and has become one of the main tasks of poverty alleviation in various regions.As one of the main bodies of vocational education,secondary vocational education has its particularity in precise poverty alleviation.The implementation of the precise poverty alleviation policy for secondary vocational education can help junior high school graduates who are unable to enter higher education due to economic and other problems to get rid of poverty in a short term and improve the ability of poor students to get rid of poverty.It is an important path for talent development in poor areas,and it is of great significance for realizing the strategy of rural revitalization.The ethnic minority areas in central and western China are the areas where poverty occurs most widely and where the distribution of poor people is most intensive.In this paper,Enshi Tujia and Miao Autonomous Prefecture of Hubei province,a typical poverty-stricken region in central and western China,is selected as a case study to discuss the overall satisfaction of the poverty-relief targets with the implementation of the precise poverty-relief education policy since the implementation of relevant policies.Based on the theory of policy implementation,this paper establishes a basic analytical framework and conducts questionnaire survey and indepth interview.Research finding shows that the overall satisfaction of poor students in Enshi Prefecture secondary vocational schools who had enjoyed the precise poverty alleviation policy of education is at a basic level,while the specific sub-indicators shows different satisfaction levels.This paper uses multiple classification ordered logit regression analysis tools for econometric analysis,discovered the six factors that affect the overall satisfaction,combined with the depth interview data,analyzes the current secondary vocational education precision five problems of poverty alleviation: education funding means lack of diversification,there exist deviations in secondary vocational education object recognition for poverty alleviation,secondary vocational education object for poverty alleviation poverty lack of consciousness,education precision department collaborative force for poverty alleviation,education precision poverty alleviation in the multiple main body lack.Based on the results of the econometric analysis,this paper puts forward five Suggestions: improve the system of precise poverty alleviation assistance in education,build a high-precision identification system with full coverage,establish a multi-channel and diversified support path,launch accurate publicity to enhance the consciousness of poverty alleviation,and improve the accurate assessment and supervision mechanism of poverty alleviation in education.
