In recent years,the continuous efforts of poverty alleviation workers have given the Chinese people a relatively satisfactory answer in the era of the decisive victory of the well-off society for all.As an important tool of hematopoietic poverty alleviation,education poverty alleviation not only makes the national cultural level continue to rise,but also gives the poor people the ability to get rid of poverty independently.However,in some rural areas of Northern Anhui,there are still potential villagers who are likely to return to poverty,some of whom are "dependent on others" and some of their students are facing the situation that they are "educated" but not "eager to learn".Education always need long years and the benefits cannot be realized in a short period of time.Whether the broad background of the “poverty alleviation policy” can enable people in poor areas to continue to steadily and consistently eradicate poverty all poses challenges to China's poverty alleviation work.Therefore,the work of education poverty alleviation needs to establish a long-term mechanism to ensure that the achievements of poverty alleviation in recent years can be stable and sustainable in the future,to cultivate the willingness and ability of the poor people to get rid of poverty independently,to curb the occurrence of the phenomenon of returning to poverty to the greatest extent,and to make our country stable in the future.This paper takes the rural areas of Northern Anhui as the research object,through literature review,theoretical analysis,on-the-spot investigation and current situation analysis,comprehensively investigates the current situation of rural education poverty alleviation in Northern Anhui.After discovering the existing problems,combined with the relevant theoretical literature,it summarizes the necessity of establishing a long-term mechanism and the specific content of the long-term mechanism,and puts forward optimization based on the investigation and relevant domestic and foreign experience.This research first analyzes the existing research results and research trends by combing and summarizing relevant literature at home and abroad,and clarifies the research direction.At the same time,the related concepts related to this research are explained,and the long-term mechanism of rural education poverty alleviation in northern Anhui is summarized and defined based on the existing research of scholars at home and abroad.Based on the theories of capability poverty,human capital and intergenerational transmission of poverty,this paper expounds the great contribution of education to anti-poverty and the significance of establishing a long-term mechanism for poverty alleviation through education.After the field visit and investigation of rural areas inNorthern Anhui,combined with the existing data,this paper analyzes the current situation of rural education poverty alleviation in Northern Anhui.While affirming the outstanding achievements of poverty alleviation through education,combined with the questionnaire and the interview results of the poverty alleviation workers,the paper summarizes six major problems,including low efficiency of policy publicity,lack of stability of some policies,low degree of social participation,weak endogenous motivation of the masses,single evaluation method and unclear functions among departments.Thirdly,based on the results,the basic framework of a long-term mechanism for poverty alleviation in rural education in northern Anhui is established,including precise identification mechanism,policy guarantee mechanism,evaluation and supervision mechanism,dynamic incentive mechanism and cooperative linkage mechanism.Finally,based on the results of the survey,a long-term mechanism for poverty alleviation in rural education in northern Anhui was proposed such as broadening policy promotion methods,establishing a big data system for education poverty alleviation objects,establishing multiple monitoring and evaluation indicators,setting a target reward system,and fostering a pluralistic education poverty alleviation pattern.The policy suggestion is to prevent the occurrence of returning to poverty to the greatest extent,so that rural Anhui in the north of Anhui can achieve stable and long-term independent poverty alleviation.
