Research On Countermeasures To Promote The Healthy Development Of Network Education In Colleges And Universities In Sichuan Province

In his report to the 19 th National Congress of the Communist Party of China,General Secretary Xi pointed out that “building a strong education country is the basic project of the great rejuvenation of the Chinese nation,and education must be given priority.” He proposed to “make a success of online education,accelerate the construction of a learning society,and improve the quality of the people.“ During the rapid development of information technology,online education is a key component of higher education and an indispensable structural foundation for the modern national education system.It is also an important way for people to acquire knowledge and develop their abilities.Although China‘s online education has made great achievements,there are still many problems that need to be further studied and solved in terms of the policy system,organizational guarantee and supervision mechanism,especially in the aspects of online education personnel training,setting majors,resource construction,teaching management and enrollment management.Because of its sensitivity to the frontier development of economic and social development,online education is also a hot issue reflected in the reform of higher education.Since 1998,68 pilot universities in China have been approved by the Ministry of Education to take the lead in launching online programs.Among them,there are six universities in Sichuan province,and they are Sichuan University,Southwest Jiaotong University,University of Electronic Science and Technology of China,Southwest University of Science and Technology,Sichuan Agricultural University and Southwestern University of Finance and Technology.With the continuous development of these pilot universities,problems have emerged in an endless stream.For example,the problems of the online education in these pilot universities that arise include but are not limited to the unclear goal,the low quality of teaching,the insecurity of organizational construction,and the low learning efficiency of students,etc.This paper discusses the status quo of the policy system,organization guarantee and supervision mechanism of online education development in colleges and universities in Sichuan Province,introduces the theoretical basis of related concepts for online education as well as for online education management,and expounds the necessity and development process of online education in colleges and universities in Sichuan province.In the meantime,it analyzes the main problems existing in the development of online education in colleges and universities in Sichuan province,finds out the reasons for the problems among colleges and universities,government education administrative departments and the society,and puts forward the strategies to promote its healthy development.This research will provide theoretical guidance to those colleges and universities which offer online education in their teaching and management.Moreover,it will help the educators improve work efficiency and teaching quality,and promote the teaching quality and management skills in pilot universities,as well as contribute to the independent study which gives students the flexibility and effectiveness.Finally,the ultimate ambition of this research is to serve the healthy development of online education in China.
