In recent years,under the background of the rapid development of social economy,the role of high-level talents in economic construction and social development is increasingly prominent,and the demand of local governments at all levels for high-level talents is more urgent.In view of this,how to formulate and implement scientific talent policy,introduce talents,make good use of talents,retain talents,and better excavate and realize the value of high-level talents has become a practical subject that local governments must deeply study and explore under the new situation.Based on the existing research at home and abroad,this paper interprets the current situation and policies of talent introduction in Quanzhou City,analyzes various problems existing in the work of high-level talent introduction in Quanzhou City,fully studies and draws on the successful cases and experience of talent introduction at home and abroad,and takes the theory of demand level,two factor and achievement incentive as the theoretical basis This paper puts forward the countermeasures and suggestions in line with the current situation of the introduction of high-level talents in Quanzhou.Through in-depth research,the author thinks that there are some problems in the introduction of high-level talents in Quanzhou,such as the imperfect mechanism of the introduction of talents,the unbalanced development of talent carriers,and the insufficient guarantee of talent services.The analysis of the influencing factors is mainly reflected in three aspects: the concept of talents,the guarantee of talents and the policy of talents,such as the weak strategic concept of talents,the tendency of comparing political achievements and the regional conditions Restrictions on the level of economic development and the overlapping of talent introduction policies,etc.In order to further optimize the introduction of high-level talents in Quanzhou and promote the sustainable and healthy development of the talent work in Quanzhou,six countermeasures and suggestions are put forward: to establish the correct concept of high-level talents,to innovate the system and mechanism of talent introduction,to promote the construction of high-level talent team as a whole,to improve the environment and service level of talent development,to improve the design of high-level talent policy,and to improve supporting measures And security system.
