Study On The Evaluation And Countermeasures About Innovation-driven Development Of Export Manufacturing Industry In Jiangsu Province

Following the rapid development of Chinese economy from last thirty years,the overall situation of Chinese economic development has entered a stage of “new norm”.In order to fulfill economic sustainable development,expand the space for economic growth,enhance the international competitiveness of the manufacturing industry overall,continuously move up the global value chain,the new drive of economy by the innovation is an inevitable requirement for further development.Since the innovation driven development strategy is put forward and implemented,the domestic and international environment has changed.After the period of financial crisis,countries in the world are constantly exploring ways and the routes to enhance their international competitiveness;many domestic traditional industries are also facing new challenges and opportunities."It takes all the running you can do,to keep in the same place." The overall promotion of innovation of manufacturing industry,affected by various factors such as knowledge accumulation,human capital investment,government policy,industrial structure and entrepreneur spirit.Therefore,in the implementation of innovation driven development strategy,it is necessary to evaluate innovative effect on different stages of period,to provide policy suggestions for the further implementation.Jiangsu Province,as a big province of manufacturing industry,represents the high degree of China's advanced manufacturing industry.Based on the present status and characteristics of development of the industry,export comparative advantage of export products,the international market share,etcetera,this paper takes Jiangsu Province export manufacturing innovation-driven development level as the evaluation object.Further,from regional perspective,by factor analysis,the innovation-driven effect of export manufacturing of thirteen cities in Jiangsu Province in three years was evaluated;from industrial perspective,regarding high-tech industry as an innovation representative of manufacturing,by the principal component analysis,data envelopment analysis(DEA),the dynamic innovation efficiency of overall and internal high-tech industry in seven years was evaluated.The analysis shows that overall level of development of the export manufacturing industry in Jiangsu province has the obvious regional difference,the difference level variates between the three regions: south,north and central of Jiangsu.The score of innovation comprehensive factor has increased year by year,which shows that innovation driven effect has taken effect,but the utilization of the innovation resources subjects to limitations.Taking high-tech as the representative of the export manufacturing industry,the efficiency of innovation did not show a steady growth trend within 7 years.Most industries lie in the stage of decreasing returns to scale.The factor of the scale efficiency of the economy restrict the comprehensive efficiency.Further more,on the basis of the evaluation of the effect,this paper makes an in-depth analysis of the factors that influence the effect of innovation-driven by both regional and industrial aspects.Aiming at the problems existing in the innovation-driven development of export manufacturing in Jiangsu Province,finally,increasing investment in innovation,enhancing the quality of innovative personnel,boosting the communication mechanism within the various regional innovation resources,promoting the rational flow of talents,strengthening research scale in scientific research institutions and R&D department of enterprise,upgrading the achievements conversion rate in the development process etc.were positive policy recommendations in order to promote overall level of innovation of export manufacturing industry in Jiangsu province.
