Research On The Development Strategy Of Handong New City Of Chaozhou Based On The Industry-city Integration Concept

As a backward area in the developed provinces in China,Chaozhou's township economy is dominant and has the characteristics of large population,less land and low output value.Guangdong province in 2013 released the revitalization policy for its eastern and northwest areas.Then in 2015 Chaozhou was listed as the only two new urbanization pilot in Guangdong province,which put forward new requirements for the development of Chaozhou.The new urban district in cities is the carrier of the rapid urbanization in China.However,there have been many problems caused by the disharmony of industries and cities in the process of development of many new areas.As the focus of the future development of Chaozhou City,Handong New Town should follow the law of industrial and urban development,coordinate the interactive relationship between industry and city to realize the goal of the integration of industry and city.This paper firstly summarized the related theory and research integration of the city.According to the development background of Chaozhou city,it was presented that the integration of industry and city for Handong New Town should involve such connotations as suitable area for both living and industry,mutual promotion between industry and city and sustainable development of composite function.Secondly,Based on the overall planning of Chaozhou City,the characteristic in urban space,industry,public facilities,human and ecological aspects and problems in the process of integration of industry and city was studied for Chaozhou and the Handong New Town.It was shown that there are five main problems which restrict the development of the integration of industry and city: the extensive spread of city space and flat single space structure;insufficient development of enterprise agglomeration and homogeneous competition;the low level of public facilities,uneven distribution and insufficient number;the low level of scientific research and innovation,the lack of high-end talent;the challenge of ecological environment and culture brand to be developed.Then combined with the explanation for Suzhou Industrial Park,Yiwu,American Pittsburgh,Taiwan Hsinchu science park,the mechanism of integration of industry and city was analyzed in terms of the evolution of the city spatial structure,industrial agglomeration,public facilities,labor transfer and ecological environment interaction.Finally,the development strategy for Handong New Town was presented based on the concept of integration of industry and city,which includes the following five aspects namely the construction of the point-axis structure of city group to promote mixed land use function;the cluster development for traditional industry to construct the modern industrial system for the regional industry linkage;the construction of hierarchical public service facilities of the innovative city and unobstructed traffic system with low carbon priority;the reform of the household registration system,the cultivation and introduction of talents;the construction of ecological green space system by integrating the landscape and cultural resources to improve the living environment and forge tourism brand.
