Research On The Status Quo Of Water Pollution Control In The Erhai Lake Basin

Erhai lake is a very famous fresh-water lake in China.It is famous for its fine water quality and beautiful scenery.In addition to Dianchi lake,it is the largest plateau fresh-water lake in Yunnan province.And it has formed a multi-level,multi-functional and large capacity natural ecosystem.It not only provides basic production and living water for Dali city in the basin and people of Eryuan county,but also plays an important role in regulating the spring-like climate in the four seasons.Over the years,with its important regional advantages,Erhai bears a heavy historical culture and has provided a solid foundation for social and economic sustainable development in the Bai Autonomous Prefecture of Dali.Therefore,the stability and continuous improvement of water quality in Erhai is closely related to the lives of people in Dali.Whether we can fundamentally manage and protect Erhai is a matter of the welfare of the people in Dali.In recent years,with the development of social economy,the resident population and tourist population of Erhai increased year by year.All kinds of pollutants are discharged directly into the Erhai,which worsen the water quality.It has not only gradually lost its function of metabolic pollution,but also showed a phenomenon of increasing point source pollution and non-point source pollution.And the water quality of the whole basin is facing great pressure of protection.I mainly study the public governance of water pollution in this paper.First of all,through the literature research method,I have extensively read a large number of literature and theoretical research about the water environment protection and lake governance,which provide a theoretical basis for the study.Secondly,I have carried out field investigations in Erhai basin for several times,and have carefully searched and analyzed the causes of water pollution.I also have considered and summarized some of the current government control measures.At the same time,I adopted the method of comparative analysis and compared the relevant water pollution control cases with the water pollution control methods in Erhai basin,and finally summed up good experience and governance methods.Finally,in view of the actual situation and existing problems of the public governance of water pollution in Erhai basin,I have carefully summed up the countermeasures and suggestions.That is,starting from the diversity of the subject of public governance,we should pay attention to rising the awareness of environmental protection of the whole people,and regulate government's behavior with scientific,legal and reasonable public policy.And we should give full play to the role of multiple subjects,and jointly implement public administration through participation,cooperation,interaction and oversight.At the same time,combined with the current reality,I put forward some suggestions on the planning and development of PPP project for intercepting sewage around Erhai lake and the combination of the protection of Erhai and the sustainable development of economic.
