With the rapid development of basketball in our country,all kinds of basketball development policies have been issued one after another.More and more people pay attention to the development of basketball in the stage of youth and children.With the launch of the "Little Basketball Development Plan" in Beijing in 2017,all over the world are stepping up the promotion of this policy plan.This paper takes the project promotion as the perspective and takes the relevant theories of management as the guidance.By using the method of questionnaire investigation and expert interview,this paper clarifies the present situation of the popularization of "Little Basketball Development Plan" in the whole country and Tianjin,and makes use of the data analysis method to statistics and screen out the influence of the "small Basketball Development Plan" in the promotion of the small basketball development plan in Tianjin.External environment factors,finally sports SWOT matrix model summarizes the "small basketball development plan" effective promotion in Tianjin countermeasures and suggestions.The research results show that the present situation of the popularization of "Little Basketball Development Plan" in Tianjin is as follows: 1.Internal advantages: has the rule own superiority,Tianjin all kinds of competition condition is relatively complete,has the strong basketball atmosphere and the foundation,the league oneself promotion propaganda function;2.Internal disadvantages: imperfect organization and loose management,unreasonable rules,uneven level of coaches in Tianjin,lagging behind in the promotion of campus environment,etc.External opportunities: national and regional policy support and The need for the development of the project as well as the regularization of all kinds of large-scale events,the development of big data technology movement and so on.4.External challenges: the competition of similar age basketball events and other sports in Tianjin area.Through the SWOT matrix around the "small basketball development plan" and Tianjin's specific situation of the analysis,suggestions: 1.Give full play to the internal advantages and seize the external opportunities: components of the commercial tournament alliance,the formulation of standards for athletes,the construction of big data service platform.2.Rely on the internal advantage to meet the external challenges: innovate the competition mode of small basketball match,perfect the package and promotion mode of small basketball match.3.Grasp the external opportunities and improve the interior Ministry disadvantages: improve organizational management,formulate technical standards for small basketball in line with Tianjin area,improve competition rules and practical problems.4.Improve internal weaknesses,meet external challenges: define the orientation and entry point of campus promotion,standardize the management and training of coaches.
