This paper takes the communication operators as the research object to explore the incentive problem on their staff.As the saturation of the communications market intensifies,the life cycle of China's communication operators have entered a mature period.At the same time,they are facing a larger revenue decline and the risk of declining profits.Under the dual pressures of"reducing costs and increasing profits" and "speeding down fees and charges",it is difficult for the current communication operators to exert their human resources advantages.They are not only gradually losing their competitiveness in the recruitment of fresh graduates,but also facing a large number of brain drain who are core staffs.Communication operators face a general challenge to the overall quality of new employees and the old turnover rate of employees.The communication operators in our country are all state-owned enterprises.The overall organizational structure is complicated and the departments are severely thinned.Excessive refinement reduces the efficiency of enterprises.It also has the common problems that the general human resources management system of state-owned enterprises is meticulous but the incentives are not effective.Communication operators are apparently in a weak position in competition with the rapidly growing talent in the Internet and high-tech enterprises.The self-owned employees,in contrast with the other companies' incomes in recent years,have obviously felt insufficient motivation.The communication operators' Loyalty is declining.This paper starting from the communication operator company M,research on its incentive system and operation,find out its core staffs motivation issues.Company M has a relatively complete organization and incentive system,but the implementation of incentives is not satisfactory.This paper mainly through the way of questionnaire research.At first,extract the common motivation of state-owned enterprises in China.Through the questionnaire,we find out the voting conditions of incentive factors in company M,and analyze the similarities and differences between motivation factors and motivation factors of core employees and non-core employees,so as to locate the key incentive needs of core employees.The second step is to find out the effect of the motivation factors of the core employees and the status quo of implementing the corresponding company M motivation measures.Then find out the motivation factors of the contrast differences so as to locate the problems of the motivation system.Through those above research,we propose the innovative design of the incentive system,hoping to help company M to motivate staffs,revitalize human capital,retain talent,ensure strength,create higher efficiency and attract more qualified personnel to join them.
