Research On Precision Poverty Alleviation In Leishan County

The large-scale,long-term,high-intensive,targeted,and timed poverty alleviation work is destined to be included in China's economic history,which fully demonstrates the nature and superiority of the socialist economic system.China's long-term poverty alleviation work has achieved remarkable achievements in the world,but the nature of poverty has changed.Only if the theoretical research be focused on the changed nature and type of poverty,can poverty alleviation work be carried out in depth and can tasks be completed.The concept of targeted poverty alleviation is not only proposed to solve the superficial problems,but also to root out poverty.This thesis uses the field investigation method and the contradiction analysis method to penetrate into the poverty-stricken areas and investigate the new type of poverty and it's cause.Now the poverty in China is no longer the type that subsistence can not be solved in the past,but the type of lacking in money.The nature of this type is that a money gap is caused when the money income of the farmers cannot offset the money expenditure.The study of this type needs to distinguish the two very important concepts of poverty features and poverty roots.For example,being unable to afford seeing a doctor,housing,or schooling belongs to poverty features,while the root lies in the traditional family-based mode of agricultural production.This kind of production is self-supporting but not self-sufficient.So it does not produce or only produces a small amount of money,at the same time,it has formed a growing demand for money.Therefore,there are two standards for targeted poverty alleviation,one to get out of poverty features,and one to get out of poverty root.If we regard the second standard as the only standard,it can be found that the first standard is not completely targeted.This thesis is a study on the targeted poverty alleviation in Leishan County.Leishan County is located in the southeast of Guizhou Province and is a typical county inhabited by mountain ethnic groups.Therefore,it is of far-reaching practical significance to carry out targeted poverty alleviation research in this county.This thesis firstly confirms that the subsistence problem in Leishan County has been solved.Then based on field investigation results,it redefines the main poverty type in this county,namely,the poverty of lacking in money.After a detailed study on various existing poverty reduction and poverty alleviation models in Leishan County,this thesis specifically proposes that the cooperative system is the only way for this county to achieve targeted poverty alleviation.At the end,it gives advises to create conditions for promoting cooperations in the county.The full text is divided into four parts:The first part is to define the poverty of lacking in money and the targeted standards of targeted poverty alleviation.First of all,through the study on the concepts of poverty and the summary on the predecessors'research results,it draws the concept of poverty of lacking in money.Then through the research on the production structure of the small-scale peasant economy,it finds the root cause of the poverty of lacking in money.Afterwards,it puts forward targeted standards for targeted poverty alleviation and points out that the targeted poverty alleviation from poverty features is not targeted at all,and only the targeted poverty alleviation from the poverty roots is really targeted.The second part discusses the features of poverty of lacking in money in Leishan County.Through the comparison of the economic development data of Leishan County,it preliminarily confirms the achievements made in Leishan County in poverty alleviation work.After the in-depth inspection of the county's actual situation of poverty alleviation,it finds that although the subsistence problem is solved,the poverty problem of lacking in money still exists.The third part is a review of several existing models of poverty alleviation based on field investigations in Leishan County.Through research,it finds that most models belong to " blood transfusion" poverty alleviation,and the poor areas in the county have not yet developed blood-making capacity.Although poverty features have been alleviated,the root cause of poverty lasts.The fourth part is a exploration of the way out of poverty in Leishan County.It is pointed out that to overcome poverty,the root causes of poverty must be solved,while to solve the root causes of poverty,the cooperative system is the most effective way.
