Research On The Mechanism Innovation Of Rural Land Circulation From The Perspective Of Social Capital

The report of the 19th National Congress of the Communist Party of China first proposed the implementation of the rural revitalization strategy,clarified the status of the rural areas,and pointed out that adhering to the priority development of agriculture and rural areas shows that the rural issue is still the key work of social development,and the rural agriculture problem must be solved.In the 2018 Central Economic Work Conference,China's economic operation must adhere to the main line of supply-side structural reforms,adopt a reform approach,promote the balance between supply and demand and supply structure,and promote China's economy to enter a high-quality development path.Among them,the key tasks of the supply-side reform include a solid promotion of the rural revitalization strategy.It can be seen that the rural economic development issue remains a key issue of national concern,and the rural issue still occupies a dominant position in social development.For the stable development of rural areas,and for increasing agricultural production and increasing farmers' income,it is necessary to use the four major elements of labor,land,capital and innovation in the supply-side reform to adjust the economic structure,optimize the allocation of factors,and improve the quality and quantity of economic growth.As far as the development of land circulation is concerned,land circulation,as a major focus of rural development,needs to be vigorously supported,and through the transfer of rural land,a new level will be renewed,thus effectively promoting the development of rural land circulation.Now,due to the increase in rural migrant workers,there is no land in the land.The utilization rate of real estate in second and third tier cities is very low,and local governments are powerless.The core of the land system reform is to confirm the power and accelerate the land transfer,thereby improving the efficiency of land transfer and promoting the development of rural areas.Therefore,governments at all levels are required to respond positively and introduce relevant rural land transfer policies.They can adapt to local conditions and be realistic,accelerate land transfer,and solve problems found in rural land transfer processes,such as irregular circulation procedures and unsmooth communication.This paper takes the land transfer situation of P village in Henan Province as the research content.From the perspective of social capital theory,it analyzes the existing problems in the land transfer of P village:insufficient social capital development,slow social social capital action,and insufficient institutional social capital development.The land transfer mechanism still communieates with the trust relationship between the villagers to carry out land transfer.The network-type social capital has not yet been exerted,and the normative social capital is gradually improved.Therefore,it is necessary to develop the P village land transfer according to local conditions,and by cultivating social capital,Revitalizing land stocks provides some ideas.
