| Starting from the necessity of adopting PPP mode in rural infrastructure in poverty-stricken areas,this paper discusses the behavior game of the participants in rural infrastructure in poverty-stricken areas,and concludes that it is necessary to establish a strategic alliance of multiple investment subjects in rural infrastructure construction in poverty-stricken areas,which can not only improve the efficiency of all parties in project construction,but also increase the profits It is higher than that when multiple subjects do not cooperate.Based on the analysis of the current situation of the development of Rural Infrastructure PPP projects in poverty-stricken areas,it is found that the PPP projects in poverty-stricken counties are relatively low,and the private sector is more inclined to invest in municipal projects,transportation projects,ecological construction projects,environmental protection projects and tourism projects,because they can bring stable profits and the project cycle is relatively short.The regional concentration of PPP projects in poverty-stricken areas is high,and the number of projects in southwest,central and North China is large,which is related to the geographical environment,economic development and policy support.The number of rural operational infrastructure construction is the largest in China,but the infrastructure projects of farmland water conservancy,education,medical treatment and culture are still weak.The number of PPP projects for rural infrastructure paid by the government is relatively small,but the investment amount is relatively high,mainly focusing on attracting private investment and large-scale infrastructure construction with strong public welfare.Through the combination of AHP and entropy method,this paper analyzes the main factors affecting the development of PPP model of rural infrastructure in poverty-stricken areas from three aspects of cooperation,system and economic environment,and obtains the order of 24 index factors.According to the calculated order,the most important factor is the system security,which is the leading factor affecting the development of the model in poor areas.Specifically,the policy-making and regulatory mechanism,project revenue and professional talents,financing have a great impact on the development of PPP model.The main problems of these key factors restricting the development of PPP model are analyzed.Based on the successful experience of PPP model of rural infrastructure in poverty-stricken areas in China,this paper puts forward several suggestions to solve the problems restricting the development of PPP model of infrastructure in poverty-stricken areas: first,improve policies and regulations,and standardize project management.We should ensure policy coordination,establish a lifelong responsibility system,and strengthen expected management.Second,the government should correctly guide the private sector,strengthen supervision,purify the market environment and maintain fairness.Third,we should attach importance to the positive role of professional talents in development,establish relevant departments,and ensure the supply of professional talents.Fourth,pay attention to the optimization of the combination,establish a certain mechanism to ensure that the project income can change dynamically with time and project progress,and ensure the reasonable private income.Fifth,the government should speed up the issuance of detailed policies on PPP model of rural infrastructure in poverty-stricken areas,and carry out various forms of financing,such as securitization,bonds,funds and so on. |
