Suggestions On Further Promoting Overall Poverty Alleviation In Contiguous Areas

Anti-poverty is a major event in the administration of the country.Eradicating poverty,improving people's livelihood,and gradually achieving common prosperity are not only the essential requirements of socialism,but also the solemn commitments made by the Party Central Committee.Since the establishment of China,especially since the reform and opening up,the Central Committee of the Communist Party of China has implemented large-scale poverty alleviation and development actions,which has significantly reduced the number of poor people,significantly improved the living standards of the poor,and fundamentally changed the appearance of poor areas.Since the 18 th National Congress of the Communist Party of China,poverty alleviation and development work has been placed in a more prominent position,and targeted poverty alleviation and precision poverty alleviation have been implemented to create a new situation.After decades of hard work,poverty alleviation has achieved historic achievements.By the end of 2019,only 3 million rural poor people are expected to remain in our country,and the incidence of poverty has dropped below 2%.Half of the people who have embarked on a one hundred mile journey may fall by the way side.At present,the situation of tackling poverty in China is still grim.The existing poor people are mostly concentrated in some old areas,mountainous areas,border areas,and individual ethnic minority areas with relatively harsh conditions,especially concentrated and particularly difficult areas(referred to as contiguous and extremely poor areas).Due to the fragile ecological environment,poor living conditions,and frequent natural disasters,low education level of the population,severe lag in infrastructure and social undertakings,etc.The poverty problem is characterized by regional,comprehensive,and complex features,and conventional poverty alleviation measures are difficult to take effect,and poverty alleviation anddevelopment tasks are extremely difficult.Accelerating the overall poverty alleviation in contiguous areas of extreme poverty has become the main direction of government's work during the "Thirteenth Five-Year Plan" period,and has attracted more and more attention.Quyang County of Hebei Province is located in the western part of the North China Plain and the eastern of Taihang Mountain.Since 2013,the County have always been guided by Xi Jinping's strategy for poverty alleviation and development in the new era.We have persisted in overcoming the overall situation with hard work of poverty alleviation.We have achieved remarkable results by working hard to overcome poverty.The rate dropped to 0.12%,and poverty alleviation efforts were fully affirmed.In May 2019,the provincial government officially approved the withdrawal of poverty sequence.This paper firstly studies the effective methods of overall poverty alleviation work in the concentrated continuous piece of Quyang County in the Yanshan-Taihang Mountains,and actively explores suitable and effective poverty alleviation experiences,which can provide practical reference for the development of other poverty-stricken areas in the country.Secondly,for the problems of the current poverty alleviation and development in the contiguous poverty-stricken areas,the incentive mechanism for poverty alleviation and development work is not perfect,the poverty alleviation measures are not precise enough,the poverty alleviation development effect is not stable,and the dynamic management of poverty alleviation development needs to be strengthened.Lay a firm foundation for advancing the overall poverty alleviation in contiguous areas of extreme poverty.Finally,under the guidance of the "six precisions" concept,it was proposed to change the concept,formulate plans,and put the overall poverty alleviation under scientific guidance,adapt to local conditions,lead by demonstration,and coordinately improve the level of poverty alleviation and development work,innovate mechanisms,and break through bottlenecks.Focus on giving full play to the role of the market,coordinated development,stable poverty alleviation,and achieve win-win results withthe regional economy.In order to achieve clear arguments,sufficient arguments,and rigorous arguments,this paper discusses the problems and solution of poverty alleviation and development in the new period in detail by quoting central documents,the latest authoritative data,using comparative methods,historical analysis methods,and combining theory with specific examples.The new meaning of the thesis is to put forward some feasible solutions based on the characteristics of the times and the goals of the struggle in the new period,and provide some reference suggestions for the overall poverty reduction in other regions.
