In 2013,the state proposed to strengthen the work of building a basic system to unify the registration of real estate in a more stringent and better form,so as to implement the corresponding regulations of the property law and ensure that real estate transactions are not subject to risk intervention.The real promotion of real estate owners to maintain their legal property rights is clearly stated in the rules for the implementation of the interim regulations on the Registration of Real Estate,which were introduced in 2016,The scope of application includes rural homestead use right and related land building ownership,collective construction land use right.Rural real estate mainly refers to fixed objects such as land,forests,water and houses.Rural real estate registration information covers homestead,collective construction land use rights;collective land,housing,forest resources three ownership rights,land contractual management rights and all kinds of real estate mortgage.However,for the majority of rural residents,the registration of the right to use the homestead and the right to own the house is the most important,and it is their most urgent expectation to safeguard their legitimate rights and interests through unified registration.This paper analyzes the current situation of rural real estate registration,based on the pilot work of unified registration and certification of rural estate in Sihong County,Suqian,introduces and expounds the contents involved in the pilot work,such as the investigation of ownership,database construction,data integration and information platform construction,and puts forward the corresponding solutions to the outstanding problems existing in the current unified registration and certification of rural real estate.This paper mainly includes the following aspects.F irst,the introduction.In the introduction,the research background,research purpose and significance,research objectives,research content,research methods,technical framework and related research status at home and abroad are mainly described.The second is to sort out and elaborate the theory of rural homestead registration,land registration and unified real estate registration in China.Third,based on the pilot work of unifi ed registration and certification of rural estate in Sihong County,Suqian,this paper focuses on the analysis and research of rural estate investigation,basic data integration,real estate registration information platform construction,registration and certification materials review and process.The fourth is to extract all kinds of outstanding problems existing in the unified registration and certification of rural homestead and rural housing,and put forward corresponding solutions.Fifth,the conclusion.Summing up the research results of the full text,and putting forward the problems that need to be further studied to improve the unified registration and certification system of rural real estate.
