The contradiction between urban land use and the development of traffic construction is becoming more and more prominent with the acceleration of domestic urbanization process.Under the background of the state’s strong support for the optimization and development of public transportation,the construction of urban rail transit in China’s major cities is in full swing because of its large capacity and fast running speed,at the same time,the new disadvantages such as operating loss and low return on investment make the construction of rail transit enter the bottleneck period.Therefore,the main direction of this article is to guide the land use through the construction of rail transit,to achieve the coordinated development of rail transit construction and land use,and to provide new solutions for the sustainable development of the city.In the first part,according to the theory of this article,TOD mode can lead the rational development and utilization of land,effectively solve the problems of urban development,avoid ineffective development and excessive development,and meet the needs of residents for high-quality life by sorting out and summarizing the basic concept,development mode,functional zoning,applicable areas and design principles of TOD theory.This article provides the theoretical foundation for the rail transit and land use coordinated development research through the analysis of the impact and feedback relationship between land use and rail transit,and points out that the urban rail transit and land use is a dynamic feedback relation,which promote each other and influence each other.Secondly,in this article,RS technology is introduced to obtain the high-precision land use data of Lanzhou Metro Line 1 station in combination with field research,so as to deal with the shortcomings of traditional land use data acquisition methods which are both time-consuming and labor-consuming and cannot guarantee the accuracy of data.This article constructs a comprehensive database of rail transit station area based on GIS platform,which is used as the data support to carry out multi-scale,multi-angle quantitative analysis on Lanzhou rail transit line 1 and its surrounding area.The results show that the passenger flow of each rail transit station of Lanzhou Metro Line 1 is unbalanced,and the land use imbalance around the station is common,which finally presents the urban development situation that the rail transit can’t operate efficiently,the land use of the station area can’t be rationally developed,and the traffic congestion problem is normalized.In the last part,this study constructed the urban rail and the coordination of land use evaluation model based on TOD theory,combined with the actual construction of rail transit and land use coordinated development evaluation index system,using the Analytic Hierarchy Process(AHP)to weight data envelopment method(DEA)to make secondary correction,and makes an analysis of the coordination of land use of Lanzhou Metro Line 1.The results show that the operation of Lanzhou Metro Line 1 has a considerable promotion effect on land use,but the coordinated development of each case station is generally insufficient.The main reasons for the failure of coordinated development are as follows:(1)The layout of rail transit stations is limited and the accessibility is not high;(2)Rail transit lines have not yet formed a scale and their integrity is not high;(3)The land use function of the rail transit station area is single and the diversity is insufficient.Based on the results and the actual situation of each case station,this article puts forward specific targeted optimization and rectification measures for the typical stations that failed to achieve coordinated development,and provides theoretical basis and reference for the construction of rail transit and land utilization and development in Lanzhou.
