Research On Rural Fire Prevention And Control Of City Y

Following the undergoing and deepening national strategies such as:building beautiful villages,precise poverty alleviation,and revitalization,the rural economy and society have developed significantly.However,the fire prevention and control has not kept pace with the overall development of such regionals.Strengthening and reinforcing the implantation of such work is not only tightly related to the people’s livelihood and happiness,but also related to the development of agriculture and the stability of the countryside.Hence,the prevention work becomes more and more imperative,it is of great significance and is an important issue in current fire protection work.In recent years,the fire prevention work in Y city’s rural areas was proactively propelled,and the degree of safety has drastically improved,through a series of actions and measures.For example,involving government regarding to their responsibility to fire prevention and control,as well as advancing the foundational facilities and strengthening the constructions of fire-fighting infrastructure.However,the fire prevention insufficiency still exits.It is evident from the high frequency rate of incidents,and it is yet to be fully controlled.This dissertation systematically investigated Y city’s rural areas’ fire prevention work,through analyzing the rural regional fire incidents happened in the past several years.Based on the theory of risk assessment and risk control in risk management,adopting the Analytical Hierarchy Process(AHP)model,Brain Storming(BS)and Delphi,this paper systematically assessed the quality of fire prevention work in the rural areas.Limitations and drawbacks of fire prevention work in Y city were established,such as: insufficient amount of workforce;lagging foundational fire prevention facilities;inadequate funding;unsatisfactory liability mechanism and poor execution of publicity.This paper draws on previous excellent domestic practices and examples,providing references for the local government and fire prevention department.To be more specific,eleven specific strategies were suggestedin this study,in order to enhance the fire prevention work in the rural areas of Y city,following the principles of “group prevention and governing,self prevention and rescue”,optimizing the fire prevention and control force system;enhancing fundamental devices;increasing funding investment;improving responsibility mechanism;and strengthening the fire department’s publicity and training functions.
