| The main contradictions of the society in the new era have changed.People’s demand for public services continues to increase,and higher requirements are placed on the quality of public services.The township government is at the lowest end of my country’s administrative system,and it is the last mile of my country’s public service policy implementation.The main practice body undertakes specific public service functions.However,at this stage,there are still a series of problems in the implementation of the public service functions of township governments,and the results achieved are not ideal.We urgently need to study and solve them.The "realization of public service functions" mentioned in this article not only refers to the realization process,that is,the procedures for the realization of public service functions,but also refers to the realization results,that is,the ideal state that the government should achieve to undertake public service functions.This article mainly adopts the literature research method,historical research method,and case analysis method,and expands according to the thinking of "related concepts and theoretical basis-connotation and positioning-influencing factors-problems and causes-countermeasures".Firstly,it explains related concepts and theories from the basic theory;secondly,analyzes the basis for the connotation and positioning of the public service functions of the township government,sorts out the connotation of the public service functions of the township government in the historical evolution,and accurately defines the public service functions of the township government in the new era Connotation,clarify the public service function positioning of township government;Thirdly,based on relevant literature and specific cases,understand the current situation of township government’s public service function realization,summarize the influencing factors of township government’s public service function realization,the main valuable target factors,institutional factors,subject factors,resource factors,and tool factors;Then,it systematically analyzes the problems in the realization of the public service functions of my country’s township governments,and puts forward the fuzzy definition of public service functions,the lack of public service capabilities,the imbalance of public service powers and responsibilities,the fragmentation of public service supply,and the low degree of public service information disclosure.Based on the influencing factors,we will conduct an in-depth analysis of the reasons for this.The main reasons are the deviation of the public service value goal of the township government,the imperfect guarantee system,the complexity of the interests of multiple participants,the lack of realization resources,and the single and weak realization tools.Finally,according to the analysis of the reasons for the problems in the realization of the public service functions of the township government,corresponding countermeasures and suggestions to promote the realization of the township government’s public service functions.By establishing correct value goals,perfecting the public service guarantee system,constructing the interest linkage mechanism of diversified public service participants,rationally allocating public service realization resources,and introducing diversified public service realization tools,it can solve the problem of the realization of the public service functions of township governments,improve the public service capacity and realize efficiency of township governments,meet people’s growing demands for public services,and promote the construction of service-oriented township governments in my country. |
