| With the deepening of aging in Guangdong Province,the number of disabled elderly people in the community is rising,and the demand for community care services is increasing sharply.At the same time,the government management pattern has gradually changed to the pattern of "small government,big society".The government no longer adopts the policy of undertaking everything and encourages all social forces to actively participate in social public services.Social organizations have entered a new era through reform and development,and their own capacity building has been greatly improved,the participation of social organizations in community care services has seized the opportunity of the times.Taking social organization and community care service as the research object,this paper probes into the mode of social organization participating in community care service by using the comparative research method,quantitative and qualitative method and social investigation method.First of all,analyzing the status quo of social organizations in Guangdong Province from the type distribution,regional distribution,industry distribution,according to the degree of social organization participation,it is divided into social organization leading type,social organization participating type and social organization auxiliary type,this paper selects three typical cases of Tianhe District Zhuji Street nursing home,Yuexiu elderly Integrated Service Center and Liurong Street Integrated Service Center to carry out practical exploration,and summarizes the model characters of social organizations participating in community care service,and summed up "the independent operational capacity of social organizations is weak","the service level of socialorganizations is difficult to meet the high requirements of the elderly","government support cannot be timely,in place" and other 13 problems that existing in the model of social organizations participate in community care service.Using System Engineering’s ISM explain structure modeling method to construct the system hierarchical structure of restriction factors for the model of social organizations participate in community care service,and using AHP to search for the first four problems with the largest combined weights.Comparing and referencing the participation experience of these four aspects in the United States,Japan and Chinese Hong Kong: forming the development mode of autonomy and cooperation,strengthening the ability of social organizations themselves,and cultivating a good participation environment.Finally,optimizing the model of social organizations participate in community care service in Guangdong province.The main conclusions of this paper are as follows: first,from the practical exploration of Tianhe District Zhuji Street nursing home,Yuexiu elderly Integrated Service Center and Liurong Street Integrated Service Center these three typical cases,summing up the characteristics of the mode of social organizations participate in community care service:from the point of view of participating concept——it focuses on public welfare,from the perspective of participants——it’s multi-subject participation,from the service content——it’s diversified Supply.Second,applying AHP methods to seek major restraining factors of the mode of social organizations participate in community care service,the first four problems with the largest combined weights are as follows: the professional skill of nursing staff is not strong,social organizations dependent heavily on the government,the source of funding for the operating of social organization is limited,and the citizen foundation of participating in public pension service is weak.Third,based on the situation analysis of community care service mode of social organizations in Guangdong Province,combining the problems of social organization and the experience of participation of developed countries and regions,to optimize the model of social organizations participate in community care service in Guangdong province:putting forward the autonomous and cooperative optimization principles.To optimize the model of social organization leading,social organization participating and social organization supporting.Putting forward the improving countermeasures and suggestions of the mode of social organizations participate in community care service: improving the independent operation ability of social organization,building a pluralistic and sustained fund-raising system,fostering aparticipatory environment with a broad civic foundation. |
