Research On Basic Public Legal Services In Hui’an County

In recent years,basic public legal services have gradually become well known.In China,the basic public legal service is a new concept,but it is not a new thing.Its proposal and implementation is an important measure taken by the government to meet people’s demand for basic public legal service under the new situation.Huian County is one of the top 100 counties in China.Behind the economic development,social stability is also under test.How to effectively implement is imminent.The research and exploration of the basic public legal service in this paper is a beneficial attempt to maintain social harmony and stability,and accelerate the process of "rule of law Hui’an" and "safe Hui’an".The basic public legal service of Hui’an County is the research object of this paper.This paper uses the methods of literature research and participatory observation.This paper starts from the theoretical perspective of public goods and new public services,combing and analyzing the current situation of basic public legal services in Hui’an County in terms of service subject,service guarantee,service content and mode.This paper combs out that the main body of basic public legal services in Hui’an County is composed of government,market-oriented organizations and social organizations,which are guaranteed by organizations,funds and teams.It thinks that legal aid,people’s mediation,legal publicity and education,and public welfare legal services are its contents,and government direct service,government purchase service and government direct service and purchase are adopted A combination of buying services.It is found that there are some problems in the basic public legal service of Hui’an County,such as poor interaction of service subjects,insufficient service resources,low level of service content,and single service mode.The reasons for these problems are that the boundary of service subject’s responsibility is vague,the awareness of importance is insufficient,and the administrative operation is carried out on the basis of experience,service optimization should be carried out from the following aspects:rationalizing the relationship between multiple subjects,integrating service resources,upgrading service level and improving service mode.The research conclusion will promote the deepening of the theoretical research on basic public legal services,and the research on basic public legal services will open up new ideas and new directions.The research conclusion provides theoretical basis and reference ideas for improving the basic public legal service level of Hui’an County.
