Socialism with Chinese characteristics has entered a new era,and the main social contradictions have changed accordingly.The report of the 19 th National Congress of the Communist Party of China has made a profound exposition on the changes of the main social contradictions.Nowadays,the people’s yearning for a better life is more intense,but the lack of development is still the biggest national condition and the biggest reality.The supply can not adapt to the change of demand,which leads to the demand and demand Supply mismatch,the main social contradiction in the field of education,is the mismatch between people’s demand for high-quality education resources and the supply of high-quality education resources.With the rapid development of urbanization,a large number of agricultural population are concentrated in the city,and the phenomenon of school-age children turning to urban schools with their parents working in cities is increasing.At the same time,the planning and layout of urban schools lags behind the pace of urban planning and construction.There are many historical debts in education investment,the total supply of education resources is insufficient,and the distribution of high-quality education resources is unbalanced,which causes the problem of large class size in urban schools.Education is the most important work for people’s livelihood.The implementation of the strategy of giving priority to development of education is a major national strategic deployment.The problem of large class size in compulsory education weakens the sense of people’s access to education.It has become a hot and difficult issue in the field of education.It has also become an obvious problem that hinders the healthy and sustainable development of education,and has also become a prominent issue affecting educational equity.On the basis of summarizing the research on class size at home and abroad,this paper defines the core concepts such as class size and large class size,compulsory education school,urban area,etc.based on the theories of balanced allocation of educational resources,educational equity and quality education development,and taking Xian’an District of Xianning City as the object of investigation and analysis,this paper adopts the methods of literature,questionnaire,interview and data This paper analyzes the core elements of large class management,such as student distribution,class setting,teacher allocation,project construction,fund demand,etc.,and grasps the current situation,development trend and Governance Dilemma of large class management in Xian’an district.At the same time,they should communicate with each other in terms of the implementation of the policy and the implementation of the policy of the large-scale education program and the implementation of the administrative measures of the three major classes On the basis of positive changes,this paper clarifies the main bottlenecks restricting the improvement of the current governance effect,deeply explores the deep-seated problems faced by the large class management,and analyzes the three major dilemmas restricting the effective promotion of key education projects: 1)it is difficult to raise construction funds;2)it is difficult to supply land for educational projects;3)it is difficult to supply teachers’ resources.On the basis of finding out the dilemma and crux of governance,combined with the governance policies and measures,the paper puts forward the optimization measures from five aspects: urban-rural integration,promoting high-quality and balanced development;optimizing the layout,increasing the effective supply of land;reform and innovation,broadening the channels of fund-raising;improving the system,matching and strengthening teachers;following the scale and standardizing the school running behavior In order to enhance the pertinence and effectiveness of various policies and measures,and to provide useful reference for the completion of the problem of large class.
