| In recent years,the government has paid more attention to the innovation of grassroots social governance and the refinement of services,and the structure of "community governance" in China’s cities is changing to the direction of pluralistic cogovernance.In this context,the importance of community social organizations in responding to residents’ needs and mobilizing residents’ initiative to participate in community public affairs has gradually emerged,but from the actual situation,the number of community social organizations has surged,but the quality is uneven,and there is still a certain gap between professional capabilities and professional social organizations.Therefore,in order to effectively provide public services and achieve sustainable development,community social organizations must carry out professional capacity building.In the practice process of recent years,venture philanthropy has actively carried out organizational cultivation and service innovation,and there are also some problems in supporting the development of community social organizations and strengthening organizational capacity building.the governance structure of urban communities in China is transforming to community governance,and the innovation of grassroots social governance and the refinement of services are constantly promoted.In the course of practice in recent years,venture philanthropy has taken organizational cultivation and service innovation as its main value concept and goal,and actively played an effective role in supporting the development of community social organizations and strengthening the capacity building of professional services of organizations.Relying on the venture philanthropy project in Tianjin X District,this paper uses qualitative research methods to investigate the professional capacity building of community social organizations,study what are the problems in the capacity building of community social organizations under the background of venture philanthropy,what factors cause them,and how to optimize and improve the problems found.In the process of participatory observation and semi-structured interviews,the author understands the basic situation of public welfare venture capital and community social organizations in Tianjin X District,combines the operation mechanism of Tianjin public welfare venture capital,starts from the three professional capacity building of service supply capacity,resource allocation ability and project operation ability,and expounds the current situation of professional capacity building of community social organizations,so as to further target the professional capabilities of community social organizations: service supply capacity,resource allocation ability and project operation ability.The problems and manifestations of various capacity building were elaborated separately,and the causes of the problems were analyzed.Under the guidance of the theory of empowerment,combined with the problems and causes,this paper proposes to strengthen the professional capacity building of community social organizations from the three levels of community social organization individuals,interpersonal,and external environment.At the level of community social organization individuals,it proposes to pay attention to the cultivation of professional talents and innovation of service models,improve the internal management system,enhance the credibility of community social organizations,and strengthen the sustainable capacity building;At the interpersonal level,give full play to the role of social workers in linking resources and supervision,and give full play to the professional support role of hub social organizations and social work stations;At the external environment level,we should establish a monitoring and evaluation system for capacity building,increase policy support and capital investment for capacity building,so as to help better promote the professional capacity building of community social organizations through venture philanthropy. |
