1986 national implementation of the compulsory education law shall practise a system of nine-year compulsory education is put forward,by 2011,all provinces(cities,districts)through the national acceptance "nine year compulsory education",thus the universal access to free compulsory education between urban and rural areas in our country,but because of China's vast territory,large population and unbalanced regional economic development,and other reasons in between regions,between urban and rural areas,school running level and education quality also obvious gap,people's growing demand for high quality education and the shortage of contradictions are still outstanding.Thus further promote the development of compulsory education equalization by the state,society and people's attention,in the national medium and long-term education reform and development plan outline(2010-2020)"explicitly put forward: to promote the compulsory education balanced development," establishing and perfecting the compulsory education balanced development safeguard mechanism ","to narrow the gap between school","speed up the narrow the gap between urban and rural","efforts to narrow regional gap".Among them,in narrowing the gap between urban and rural areas,it is emphasized that we should take the lead in realizing balanced development between urban and rural areas within counties(districts)and gradually promote it in a larger scope.Also proposed "to promote quality education resources sharing","equilibrium configuration educational resources","rational allocation of teacher resource",the equalization of education resources to the important influence of compulsory education equality,and the equalization of the physical education teaching resources is the important part in the education resources equalization and support,in the protection of students' physical and mental health development plays a key role in the process of junior high school is the advanced stage of compulsory education and the terminal stage,regional,urban and rural gap,intercollegiate teaching resources directly affects the quality of teaching,influence student's training quality,therefore,promote the development of urban and rural middle school sports teaching resources equalization,It is the important task that our country compulsory education faces at present.This study from the perspective of compulsory education equalization in liaocheng city the balance of urban and rural middle school sports teaching resources as the research object,using the literature material method,interview method,questionnaire survey method,mathematical statistics,comparative analysis and other methods,from the human resources,material resources,financial resources,time,resources,information resources of liaocheng city and countryside junior middle school sports teaching resources for research.This paper finds the gap of physical education resources allocation between urban and rural middle schools in Liaocheng and its causes,and USES empirical analysis to build a model to find out the influencing factors of the imbalance of physical education resources,and puts forward countermeasures to promote the equalization of physical education resources in liaocheng middle schools in urban and rural areas.The results show that: 1.In terms of human resources,there is a lack of physical education teachers in urban and rural areas;2.The professional title of physical education teachers in towns and villages is generally low and the structure of professional title distribution is unreasonable,among which urban physical education teachers are superior to towns and villages in educational background,knowledge and skill level,scientific research quantity and other aspects.2.In terms of material resources,the venues and equipment resources of urban junior middle schools are more abundant than those of township junior middle schools,but the sports area and equipment ownership per capita of township junior middle schools are higher than those of urban junior middle schools.3.In terms of investment in sports funds,there is a large gap between the investment in sports funds between urban and township junior middle schools,and the per capita investment in sports in urban junior middle schools is higher than that in township junior middle schools.4.In terms of time resources,there are insufficient PE classes and extracurricular sports activities in both urban and rural areas;The popularization of recess exercise reached 100%;The popularity of morning exercises in boarding schools is not high.5.In terms of some physical education curriculum resources,urban middle schools are more enriched in physical exercise,especially in extracurricular activities and physical training than township middle schools.In the form of physical education class,urban junior high school is richer than township junior high school.6.In terms of information resource acquisition,it is mainly to check and upload information online.In terms of the abundance of sports materials,urban middle schools are higher than township middle schools.The use of media information resources to urban junior high school has more advantages.The empirical analysis shows that: 1.In the research on the equalization of physical education teaching resources in urban and rural middle schools in Liaocheng,it is found that the urban-rural dual structure is the most important reason for the non-equalization.2.In the overall good situation,there is a certain tendency in the allocation of physical education teaching resourcesBased on the research results,corresponding Suggestions are put forward as follows :1.Optimize the construction of teaching staff,rationally allocate the number of teachers,and give preferential policies to towns.2.Strengthen the investment in sports venue equipment,increase the per capita sports area and equipment in cities,make up for the quantity and quality of sports venue equipment in towns and villages,and implement the resource sharing mechanism.3.Increase the investment of local finance in sports funds for township junior middle schools,incline to township junior middle schools according to the actual situation,and realize the promotion effect of finance on various resources.4.Strictly implement the national sports time standard,and ensure the right of urban and rural students to physical exercise.5.Improve the physical education curriculum resources construction of township junior middle schools,especially the extracurricular activities,physical training and curriculum form transformation of township junior middle schools.6.Strengthen the purchase and subscription of sports materials,and strengthen the use of multimedia resources in township junior middle schools.
