As the urbanization process of China advances constantly,“competition for talents” becomes the core competition among cities.According to the statistics,the college graduates across China will reach 9.09 million this year and the figure is expected to exceed 10 million.In recent years,“the heated war for talents” breaks out among the cities across China which introduces a series of dense new policies and lowers their barriers constantly,and the “competition for talents” turns into the fierce competition for “inflow of population”.As the popularization era of higher education comes,college graduates increase sharply and college graduates have become the core resources cities fight for and the priority among priorities for these cities,especially second-tier cities and third-tier cities.Taking W city of Zhejiang Province as an example,the city is trying its best to build “two health” pilot area and national innovation demonstration zone in the new era.As one of the 27 cities pushing the integrative development of Yangyz River Delta,its comprehensive strength,economic vitality and talent competitiveness have improved in recent years.However,as city development and differentiation progress go on,the leading cities are increasingly attractive to high-end elements and second-tier cities and third-tier cities with W City as an example are facing more and more fierce regional competition and city competition.As one of the four urban districts of W City,O district is pushing the connection and integration with Yangtze River Delta cities and building a high-level core district of the central city in the south gate region of Yangtze River Delta in which the reserve of talents is important and it needs to tap the full potential of existing resources,expand growth amount,push the construction of pyramid-shaped talent team consisting of high-level talents,fundamental talents,professional and technical talents,high-skilled talents and party and government officials and store sufficient talents in its reservoir of talents.Teenagers are the future and hope of one country and one era as well as the new impetus for the construction and development of one city.As the most universal representative of youth talents,college graduates and other fundamental talents have great creativity and development potentials and the benefits and resources O district has to fight for in the process of accelerating regional development.Therefore,with college graduates as the research object and the introduction policy of college graduates adopted by O district of W city as an example,the paper especially studies the optimization problem of introduction policy of college students and discusses them in the following parts.The first part is introduction,which states the background and meanings of research and domestic and foreign literature review and determines the research methods and thinking.The second part gives the core definition of introduction policy of college graduates,elaborates the public policy implementing theory in the paper and deduces the applicable model in the paper from Smith Model.The third part analyzes the introduction policy of college graduates adopted by O district of W city from the angles of implementation situation,target group and implementation environment.The fourth part,based on the analysis of status quo,analyzes the existing problems in the implementation of college graduates policy involving introduction policy,implementation agencies,executive subject and implementation environment and the causes.The fifth part summarizes the typical experience of Yuhang District of Hangzhou City,Zhenhai District of Ningbo City and other advanced areas in talents work in the making and implementation of fundamental talents policy.The sixth part raises suggestions on the optimization of college graduates introducing policy for O district,namely building a scientific,normative and sustainable talents introducing and retaining model from the three aspects of perfecting the college graduates introducing policy system,optimizing college graduates introducing and retaining environment and improving the executory effect and efficiency of executive subject to attract more excellent young talents to work and start a business and provide important support of fundamental talents for the high-quality development of social economy.
