Research On The Role Of Resident Council In Community Social Work Service From The Perspective Of Community Governance

The Nineteenth National Congress of the Communist Party of China(CPC)put forward the idea of "building a pattern of social governance of co-construction,co-governance and sharing,strengthening the construction of community governance system,pushing the focus of social governance down to the grassroots level,giving full play to the role of social organizations,and realizing the benign interaction between government governance and social regulation,and residents' autonomy".Shenzhen,Guangdong Province,responds positively to the spirit of the Party Central Committee,vigorously promotes the development of social organizations and guides them into community service for residents.The most representative of these is the participation of social work organizations in community governance.However,in practice,there are problems of unclear role orientation and inaccurate service delivery of social work organizations in community service.According to the guidance of the nineteenth macro-policy,to solve the current problems in community governance,we need to play the role of social organizations to mobilize residents' autonomy.In grass-roots communities,we need to strengthen the guiding role of neighborhood committees and build a platform for residents' autonomy through consultation.Through reviewing the literature,the author finds that the administrative power of workstations in Shenzhen community system is relatively large,which makes the neighborhood committees marginalized in the community.Combining with the theory of cooperative governance in community governance,it is necessary to guide the residents' Council as a liaison,communication and coordination mechanism to reconcile community contradictions and build communities.This paper takes N community in Shenzhen as a case study,extracts key samples from in-depth interviews and combines with the author's field visits.Firstly,the types and achievements of social work services in N community are sorted out.After in-depth investigation,it is found that there are still some problems in social work services,such as inaccurate delivery of services,insufficient coverage of groups,attention to face engineering,emphasis on indicators,light of process and the impact of administrative affairs on service quality.Subsequently,after in-depth interviews with members of N community residents' council,it is concluded that the construction of the community residents' consultation platform basically conforms to the requirements of the Rules of Work of Shenzhen Community Residents' Conference,and effective consultation has been conducted on the community affairs,including social work services.In particular,the residents' representatives are closely related to social workers,and often give advice on social work services at the meeting.Therefore,to a certain extent,the community residents' Council has played the role of demand feedback,service supervisor,relationship coordinator,resource linker and effectiveness evaluator in social work services,and has played a positive role in the service process and results.At the same time,because the construction of residents' councils is still in its infancy,and the chief workstation,the administrative representative who has the closest connection with social work services,presides over the meetings,there are still some deficiencies in the function of residents' councils,such as not participating in the system of Community Management Purchasing social work services,the insufficient role of the main body function of consultation among various departments,and coordinating community relations.Limited capacity to connect resources is not strong enough,and most importantly,it has not played a role in the evaluation system.Therefore,in the part of summary and reflection,the author puts forward that we should strengthen the standardization construction of community residents' councils and introduce this platform into the purchase,supervision and evaluation of community social worker services,which will play a greater role in promoting community services,conducive to community construction and development,and also respond to the innovation of community governance path in the context of the new era.Requirement.
