Research On The Construction Of Rural Governance Community In The New Era

Rural governance is an important part of national governance.Rural governance efficiency is of great significance to the implementation of the rural revitalization strategy and the overall construction of a modern socialist country.With the change of major social contradictions in the new era,great changes have taken place in rural areas in many aspects,such as economy,politics,culture,society and ecology.Rural governance is facing a series of new problems and challenges.How to achieve the goals of "improving the rural governance system combining autonomy,rule of law and rule of virtue" and "establishing and improving the modern rural social governance system under the leadership of the Party committee,the responsibility of the government,social coordination,public participation,rule of law protection,and science and technology support" still needs further exploration.The organic combination of rural governance and community is the inevitable trend of rural governance,and also a positive response to the construction of a social governance pattern of co construction,co governance and sharing.The construction of a rural governance community in the new era is an inevitable choice to promote the modernization of national governance,break away from the plight of traditional rural governance,implement rural revitalization strategies,and achieve good rural governance.This research takes the community of rural governance as the theme,and defines the connotation of the community of rural governance on the basis of extensive study and systematic review of relevant research literature.On this basis,based on the theories of Marxist classical writers on rural governance and community,the ideas of Chinese excellent traditional culture on rural governance community,the rural governance theory of the CPC and the governance community theory of western scholars,this paper analyzes the basic elements of building a rural governance community in the new era,and believes that its main characteristics lie in the popularity of governance concepts Publicity of governance content and coordination of governance subject.The study analyzed the difficulties faced by the construction of the rural governance community in the new era,deeply analyzes the reasons behind them,and judge the challenges existing in the construction of rural governance communities in the new era,and analyzes the difficulties faced by the construction of rural governance communities in the new era from several aspects: the insufficient cultivation of public spirit,the unclear boundary of public power,the lack of governance ability of rural social organizations,and the lack of subjectivity of villagers’ participation.And further analyzed the main reasons for the formation of the difficulties,including the imperfect rural governance system,the value cognition deviation and interest difference among governance subjects,and the backward governance methods.In response to the difficulties and causes of building a rural governance community in the new era,this study further discusses the practical path of building a rural governance community,providing ideas for solving the traditional rural governance difficulties.The study proposes to cultivate a sense of governance community by implementing the people-oriented concept transformation,condensing internal consensus among multiple subjects,and clarifying the dimensions and boundaries of participation of governance subjects;improve the endogenous power of governance entities,give play to the leading core role of grassroots party organizations,enhance the governance capacity of township governments,stimulate the governance vitality of social organizations,mobilize the enthusiasm of villagers to participate in governance,and create a "one core and multiple" rural governance structure;by improving the governance system integrating "three governance",building scientific and technological support for intelligent governance,and strengthening the team building of rural talents,improve the rural governance guarantee mechanism and then provide dynamic guarantee for the internal operation of the rural governance community.
