Carrying out rural labor force training is an important way for Guizhou province to win the poverty alleviation,consolidate the achievements of poverty alleviation and rural revitalization,focus on the "four Innovations" and "four modernizations",and finally achieve comprehensive and synchronized well-off society with the whole country.In the process of exploring and practicing the training of rural labor force in Guizhou Province,the training policy has been gradually improved,which not only pays more attention to whether the goals of the training policy have been achieved,but also pays more attention to the subjective feelings of rural labor force and other related goals of the training policy.This paper will focus on whether the rural labor training policies in Guizhou province have been implemented in place and whether the evaluation indicators are in line with the reality of policy formulation.The first chapter is the introduction,which mainly introduces the background,purpose and significance of the research,expounds the main content of the research,draws the technical roadmap of the paper,and introduces the domestic and foreign research on the theory of public policy performance evaluation and the research on the performance evaluation of rural labor force training policy.The second part of the paper introduces the theoretical basis of the performance analysis of rural labor training,explains the relevant concepts,and analyzes the standards,principles and models of various public policy evaluation.The third part of the paper is to analyze the current situation of guizhou province’s rural labor training policy operation,introduce the coverage of the training policy,the implementation of the situation,so as to get results,find the existing problems.The fourth part of the paper is to build the performance analysis model of guizhou province rural labor training policy.The evaluation framework was established by using multi-factor comprehensive analysis method,and an index system covering the implementation of rural labor policy,production and life,and subjective feelings of rural labor force in Guizhou province was constructed.Secondly,determine the target layer,quasi-measurement layer,index layer and weight,and use CATI survey data,adopt comprehensive index method to establish mathematical formula,use multi-level weighted average method to calculate the comprehensive index index of policy objectives,get data results,and explain how to standardize the processing of each index.Finally,for the convenience of calculation,the multi-level weighted average method is used to calculate before using the Delphi method(that is,the expert assessment method),in the province select relevant experts to index(that is,the rural labor force training policy implementation situation,the rural labor force of subjective feeling,training policy related targets)for bids according to0.The results show that:(1)Guizhou province has a good implementation of training policies for rural labor force with strong resource integration.Various training policies have been put in place,covering a wide range of groups and benefiting a large number of people.However,there are also practical problems such as lack of targeted training and difficulty in training mobilization and organization.(2)After the training,the quality of life and family income of rural labor force in Guizhou province have been improved to a certain extent,and some of the trainees can really master one or two skills.However,there are also some problems such as low technical content of training,unsatisfactory employment situation after training and lack of high-quality training resources.(3)Rural labor force has higher overall satisfaction with the training and is willing to continue to participate in various skills training organized by the government,but also puts forward specific requirements for training types.The fifth part of the paper is the conclusion and prospect.Through the evaluation of the data obtained from the model,the comprehensive analysis is carried out to point out the aspects that should be improved in policy making,so as to provide some reference for the local government to make policies.
