It can be seen from the continuous proposal of chemical education policies in high schools that chemical experiments occupy an increasingly important position in chemical education, and because of the occurrence of relevant experimental safety accidents, chemical laboratory management has become an indispensable and important part of high school management. The importance of high school chemistry laboratory management has increased in different parts of China, but there are still obvious differences between regions. Therefore, this study focuses on how to improve the management status of chemical laboratories in high schools in S city,so that chemical laboratories can exert their management benefits under the premise of safety. This study not only masters the current situation of chemical laboratory management in high schools in S city, but also puts forward optimization strategies for the current situation of chemical laboratory management based on the theories of Hygiene-motivational factors,Total Quality Management, and relevant policy requirements. This study mainly used a self-designed questionnaire survey to chemistry teachers and chemical experimenters from 67 high schools in S city. This study made statistical analysis of the effective questionnaire finally obtained.Afterwards, the interviews were conducted with chemical experimenters based on the questionnaire survey and the field observations were made in chemistry laboratories. Finally, the following conclusions were obtained.1.Inadequate management and low participation of chemistry laboratory personnel. The specific manifestations are that the personnel management model of the chemical laboratory is not good, the professional team of chemical laboratory personnel is insufficient, some chemistry teachers and students do not follow the laboratory rules.2.There are obvious deficiencies in the process of material management in chemical laboratories. The specific manifestations are that the chemical laboratory is insufficiently equipped with drugs, the equipment is not updated enough, the material storage is not standardized, the account book records are not good, and the information management is not perfect.3.The opening of chemistry experiment courses is not given much attention. The specific manifestations are that the opening of chemical experiments is average, the understanding of experimental teaching is one-sided,and the inspection of experimental courses is insufficient.4.The chemical laboratories lack of routine preventive management measures, and there are certain safety hazards. The specific manifestations include insufficient safety facilities, incomplete safety inspections, inadequate implementation of systems, lack of safety training, and imperfect disposal of hazardous wastes. In order to solve the problems which found in the management of high school chemistry laboratories in S City, this study puts forward corresponding solutions according to the theory of Total Quality Management and the Hygiene-motivational factors.Firstly, personnel management should be transformed from passive management to full-staff management.Secondly, material management should be transformed from result management to whole process management.Thirdly, experimental course management should be transformed from exam-oriented education management to people-oriented management.Fourthly, safety management should change from post-event remediation to pre-event preventive management.Although there are still some shortcomings in this study, the conclusions and strategists in this research have certain practical significance in strengthening the safety management of high school chemistry laboratories and improving students’ chemistry literacy.
