| In the era of the knowledge economy,the importance of human resources to national and regional development has become increasingly prominent.It has become an important driving force for regional scientific and technological innovation and economic development.The competition between cities and regions is essentially a competition for talent.To realize the “overtaking on the curve” of economic development,Wuhan,Xi’an,Nanjing,Guangzhou and many other places have successively introduced the “Talent New Policies” since 2017.To attract more talent through the formulation of talent attraction policies such as hukou,housing subsidies,house purchase subsidies,employment and entrepreneurship,to play the leading role of talents and achieve high-quality development of the regional economy.However,due to the geographical location,natural conditions,soft environment and many other factors in some areas,although the development of unprecedented strength of talent introduction policies,but the effect is not obvious.They are still in a weak position in the “talent competition”,facing the realistic dilemma of difficulty in attracting and retaining talents.Therefore,it is significant for regions to improve their own talent introduction policies to deeply analyze the spatial characteristics and critical motivations of talent flow and clarify the real needs of talent flow under this background.Most of the existing studies on talent flow focus on the spatial laws and influencing factors of high-level talents and scientific and technological talents,while the empirical researches based on college graduates are relatively limited.Therefore,this paper takes fresh college graduates in Jilin Province as the research subjects,adopts the form of a combination of interview method and questionnaire survey to investigate and study the fresh college graduates who are about to choose a career in Jilin Province,and deeply discusses the key factors influencing their choice of employment region.First of all,on the basis of literature research and sufficient interviews,and relying on the push and pull theory,Maslow’s hierarchy of needs theory,Lewin’s field theory and human capital theory,this study clarified the main influencing factors of talent flow.Moreover,it constructed the index system of talent flow and proposed relevant research hypotheses.Secondly,this study carried out the questionnaire pre-survey of college graduates in Jilin Province,and further modified and improved the questionnaire through the pre-survey,and then launched the formal investigation.Finally,the questionnaire data were processed,and the descriptive statistical analysis,reliability and validity test and correlation analysis were carried out.Finally,disordered multi-classification logistic regression was used to carry out empirical analysis from five aspects: talent policy factor,individual factor,career development factor,economic factor and urban comfort factor.The key factors influencing the employment region choice of college graduates are studied in depth.The interview results show that talent policy factor,individual factor,career development factor,economic factor and urban comfort factor are the key factors affecting talent flow.The empirical analysis shows that talent policy factors,individual factors,career development factors and economic factors are the key factors of talent flow,and they all have a significant impact on talent flow,while urban comfort has no significant impact.From the perspective of the talent policy,housing subsidy policy and employment policy play an incentive role in the inflow of graduates,but the effect of employment policy is more considerable.Individual factors and career development factors are essential motivations for the flow of graduates.Among economic factors,wage income is more attractive to the flow of graduates,while higher housing prices and living costs have a “crowding out effect” on graduates.Therefore,regions can attract and retain more outstanding talents by optimizing the talent introduction policy,improving the talent training system,strengthening the local feelings,optimizing the industrial structure and relying on the geographical and industrial advantages,so as to promote the regional scientific and technological innovation and high-quality economic development. |
