University evaluation is an important part of science and technology evaluation,which has an important baton function.However,there are many controversies about university evaluation at home and abroad.Under the background of "double first-class" construction,how to build a more scientific university evaluation system is an important hot issue which should be solved urgently.Colleges and universities play an important role in the strategy of rejuvenating the country through science and education.How to better guide colleges and universities to grasp the discipline construction,an important work related to the improvement of the core competitiveness of colleges and universities,is still a strategic issue that needs to be further considered.Through the systematic study of theory and practice,this paper will provide positive reference for the discipline optimization of colleges and universities,and for the management departments to formulate targeted support policies under the effective balance between "fairness and efficiency".Firstly,this paper reviews the domestic and foreign researches on university evaluation,and finds that the domestic and foreign researches mainly focus on four main aspects: the research on factors influencing university strength,the research on university evaluation practice,the comparative analysis of university ranking and the existing problems and improvement research of university evaluation ranking.And the development of university evaluation at home and abroad is sorted out according to the practice research of university evaluation.Then,the thesis compares the evaluation results of the existing university rankings from the perspective of domestic and foreign,and shows the irrationality of the evaluation results of the current university rankings.Then,on the basis of discussing the relationship between subject level and the core competitiveness of universities,this paper expounds the basic starting point of the evaluation model construction,makes full use of the subject ranking results of degree centers of the Ministry of Education,and constructs an index system for evaluating the core competitiveness of universities from two aspects(including six specific indexes): "overall subject development index" and "quality index of superior subjects".The calculation method of each index is given,and the evaluation methods of three types of core competitiveness are put forward: comprehensive core competitiveness,scientific core competitiveness,humanities and social sciences core competitiveness.At the same time,the group median value and entropy weight are used to determine the evaluation grade and the weight of each index.Then,based on the results of the fourth round of discipline evaluation of the Degree Center of the Ministry of Education,the evaluation practice of university core competitiveness is carried out from four aspects:overall,type,region and platform.On the basis of the above analysis,the following conclusions are drawn: subject level is the concentrated embodiment of the core competitiveness of a university,and it is scientific in principle and practice to measure the core competitiveness of a university from subject level.Based on the subject evaluation results of the Degree Center of the Ministry of Education,the practical results of university core competence evaluation are credible.The evaluation practice of university core competitiveness based on the discipline evaluation results of the Degree Center of the Ministry of Education has a good diagnostic function,and provides useful reference for universities,disciplines and competent departments to carry out science and education management more effectively.According to the evaluation result,the core competitiveness level difference between the colleges and universities is obvious.It is worth systematically considering how to strike a balance between fairness and efficiency in our higher education development.
