With the internationalization and popularization of higher education,China’s relevant policies and regulations have been continuously improved,and international exchanges in the field of higher education have been deepened.As the main form of cross-border education,Sino-foreign cooperation in higher education is flourishing.In the past five years,the number of Sino-foreign cooperatively run schools in Hebei Province have grown from one to six.However,with the rapid development of Sino-foreign cooperative education in higher education in Hebei Province,many problems and challenges in cooperative education continue to emerge,and the rapidly developing cooperative schools cannot meet the needs of regional integration strategy and students’ personal development.As a result,the quality of educational services of Chinese-foreign cooperatively run schools has been paid extra attention.This paper systematically explores the status,existing problems and causes of the education service quality of Sino-foreign cooperatively run schools in Hebei Province,to provide a decision-making reference for improving the quality of Sino-foreign cooperatively run education services in Hebei Province and promoting the internationalization of regional higher education.Based on SERVPERF service quality evaluation theory,total quality management theory and education service theory,combined with the characteristics of Sinoforeign cooperative schools in Hebei Province,this paper evaluates the educational service quality of six Sino-foreign cooperatively-run schools in Hebei Province,aiming to investigate the current situation of Sino-foreign cooperative education service quality in Hebei Province through empirical analysis,explore the causes of problems,and put forward targeted quality improvement countermeasures.Firstly,six Sino-foreign cooperatively run schools in Hebei Province were taken as the research objects,and the literature related to this study was analyzed through Cite Space software to establish the research basis of this paper.Secondly,the current situation of Sino-foreign cooperative education service quality in Hebei Province was investigated and evaluated through the questionnaire survey method.After descriptive statistical analysis and differential analysis,five aspects of service quality problems were summarized: service facilities could not meet the needs of students,lack of innovation awareness cultivation,low service efficiency,slow problem solving,single feedback channels,poor communication,and insufficient attention to students’ personalized development.Finally,the interview method is used to explore the reasons for the problem.The interview text was analyzed using Nvivo 12 software,and the reasons for the problems included insufficient investment in service facilities,inadequate implementation of international talent training programs,backward Sino-foreign joint management concepts and systems,lack of a perfect quality monitoring system for cooperative schooling,and insufficient awareness of personalized services.In view of the reasons for the emergence of the problem,it is proposed to increase investment in facility construction,strengthen the management of facilities,innovate talent training programs,improve the quality of talent training,change the concept of joint management,optimize the joint management system,establish a Sino-foreign linkage mechanism,coordinate monitoring of teaching quality,establish a management service concept,and improve the awareness of management service.
