In recent years, the global warming gets increasingly attention, in this context, low-carbon economy based on low energy consumption and low pollution has become the global focus of attention. According to the connotation of scientific outlook on development, constructing people-oriented, comprehensive, coordinated and sustainable index system for low-carbon economic development, aimed at an objective evaluation of the quality of China’s low-carbon economy to help the formulation of national policies.Above all, this paper reviews the domestic and foreign literature, introduces the international pattern of low-carbon economy, and analyzes the present development status of China’s low-carbon economy. It finds that:low-carbon economy is a comprehensive problem, it emphasizes reducing the impact of climate change to the economic society and human survival by reducing carbon emissions, it is the basis of coordinate development of national economic society and resources environment. According to the connotation of low-carbon economy, it is affected by many factors, such as economy, population, resources asn environment. It is a complex system, the thesis constructs low-carbon economic system based on Driving force-Pressure-State-Impact-Response (DPSIR) model, and the mechanism of low-carbon economic system is analyzed.Relying on the theoretical analysis, the thesis multidimensional evaluates the level of China’s low-carbon economic development."Multidimensional" is embodied in "From the horizontal perspective, it is divided into nationa, province and city; From the longitudinal perspective, it is divided into driving force layer, pressure layer, state layer, response layer; a variety of evaluation model is used." Firstly, it comprehensively evaluates the level of low-carbon economic development of China from1996to2010by using the Analytic Hierarchy Process (AHP) method. Meanwhile, it finds out key indicators by using the Principle Component analysis (PCA) method, it compares and contrasts some key indicators with that of other countries, results show that:the level of low-carbon economic development of China gradually increases, but it is relatively low compared with developed countries. Secondly, it comprehensively evaluates the level of low-carbon economic development of the30provinces from2000to2010by using the AHP method, the result shows that:the development capacity of provincial low-carbon economy shows a pattern of east gradually higher than west, south gradually higher than north, and hopping in some areas; the level of economic development, resource endowment and policy support decide the level of low carbon development; the construction of low-carbon economy in midwest is the key in China. Thirdly, it makes evaluation of low-carbon economy of30big cities of China by means of super efficiency DEA model, the result shows that:low-carbon economy shows a pattern of south cities higher than north cities, east cities are outstanding performance, then, Tobit model is used to test the determinants of the low-carbon economy, the empirical results show that GDP per capital, industrial structure, policies and measures have a significant effect on the low-carbon economy. Finally, this paper refines the corresponding policy recommendations according to the results of empirical analysis, to provide a theoretical guidance and scientific basis for China’s low-carbon economy.
