Empirical data illustrated that there is potential and necessary to transfer rural labor, but realistic indication indicated rural labor transfer of traditional form in China is difficult to continue. The shortage phenomenon of migrant workers and labors did not represent the China demographic dividend ended, but the population change was an irreversible process, during the first demographic dividend disappeared, the quality and skills of rural labor of ascension will guarantee the unlimited development of the second population dividend. The transfer of China’s rural labor was a complicated systematic project, a lot of problems could not be solved by quality and skills upgrading, the transfer of rural labor was in the period of the bottleneck state, with the labor shortage phenomenon a new form of transfer-regional labor brand quietly emerged, with the perfection and development of labor market, transfer of rural labor was changed from the export of labor services to labor economic, which have become the inevitable and mean China’s rural labor transfer gradually changed from the spontaneous behavior stage to the brand oriented era. The transfer in the form of regional labor brand introduced a new idea to effectively improve the rural labor to transfer orderly, steadily and sustainably. The research in this dissertation will enrich and perfect the theory system of regional labor brand and rural labor transfer, and has certain directive significance to improving the transfer of rural labor and the citizenization of rural labor in local regions.This dissertation reviewed the literature at home and abroad and analyzed rural labor transfer in China, took regional labor brand as the research perspective to construct a theoretical framework, deeply analyzed the influence mechanism, result and path of regional labor brand on rural labor transfer, and put forward the suggestions of regional labor brand to promote China’s rural labor transfer.Specific studies of this dissertation were as follows:Firstly, based on reviewing the development course of China’s rural labor transfer and analyzing the actual data of rural labor transfer, the characteristics of China’s rural labor transfer have been concluded. Then this dissertation specifically summarized the development situation and problems of regional labor brand. On the aspect of the employment deviation, the employment elasticity and the transfer willingness, the dissertation analyzed the supply and demand of China’s rural labor transfer, and summarized the contradiction between supply and demand in China’s rural labor transfer process and though that regional labor brand will effectively solve the contradiction of rural labor transfer.Secondly, this dissertation used the structuralism method, the neoclassicism method and the new economic geography theory to study the influence mechanism of regional labor brand on rural labor transfer from the exogenous and endogenous perspectives. The conclusion showed that, improving regional labor brand commitment will effectively filled the absorption gap of the rural labor up, brand labors have more transfer powers than those of the ordinary labors, rural labor transfer is positive-correlated with industrial consumer spending, diversity of preferences, brand external strength and the proportion of labor brand, is negative-correlated with transfer cost, and the brand labor can stand greater transfer cost than that of the ordinary labor. Based on the study, this dissertation combined the new economic geography theory with Harris-Todaro model to analyze the influence result of regional labor brand on rural labor transfer in terms of the transfer cost of rural labor, and deeply investigated the transfer cost and the reasons for the rising.Thirdly, this dissertation analyzed the acting outcome of regional labor brand on rural labor transfer by the macro, meso and micro level as research path. In the macro and meso level, the construction and organization operation of regional labor brand effectively resolved weakening of property and tissue loss. Through the game analysis, the dissertation defined the importance of local government in the construction and development of regional labor brand, and based on the case analyses, government positioning had been cleared. In the micro level, the function model and screening mechanism of regional labor brand effectively resolved information asymmetry of labor market. Through the establishment of labor brand function model, the dissertation got the necessary and sufficient conditions of identifying mechanism of labor brand signal by equilibrium solution.Finally, combining the feasibility of regional labor brand, from the overall strategic level, the dissertation pointed out four suggestions to advance transfer of rural labor in China: transform government functions, build a unified labor market; deepen the reform of the system, perfect the labor social security; develop urban economy, optimize the employment environment; reform the land system, realize scale management of land.
