Government Failure presents the non-effect, negative effect and low effect. The government failure in the period of Chinese Economy Transference presents some factors following: economy freedom; over-competition; non-clearness of property rights; less protection of property rights; administrative monopolist; unfair competition environment; failure of mass control; expanding of government structures; increasing of public outcome; power-oriented power of government rent and so on.
