Overcome Bureaucratism Establish Learning Government

United Nations Educational,Scientific and Culture Organization put forward lifelong education thought and lifelong study principle. It contributes to set up the learning society. The creation of the theory of the learning organization contributes to a study of the learning organization; The 16^th convention for delegates put forward the construction of learning society, It contributes to the construction of the learning government .And in the process of the learning government construction, the factors which limit the growth already deeply root in the managing system, as a new kind of organization change, government study also face many obstacles.To raise organization study, we will expel various obstacles that obstruct organization's study, among them,the negative influence of the bureaucratism thought and behavior to establish a study type government is outstanding.Therefore, this thesis will syudy how to overcome bureaucratism and establish a learning government.The full text is totally divided into six parts.Chapter 1,Introduction.Mainly clarified the necessity to reform administration and establish a learning government, explained the theory and realistic meaning of this research.Chapter 2,Theory of government.explained the content, characteristics, function, target and condition of establishing the government.Chapter 3,Bureaucratic systems and bureaucracy' production andtheir relation.It preliminarily clarified the differentiation between the traditional bureaucratic system and the modern bureaucratic system. It illustrated the thought of Deng Xiaoping concerning criticize bureaucracy, thus in order to overcome bureaucratism from the root.Chapter 4, The performances of our country's bureaucratism and its influence to the establishing of the learning government.Chapter 5,It's about the case study of establishing the learning agency for Jiading branch administrative bureau for industry and commerce.Chapter 6,To overcome bureaucratism, we should build up five great mechanisms and creat conditions for the constructoin of the learning government.
