At present, our country is in the critical stage of undergoing social and economic reform as well as adjustment of industrial structure. Vocational training is faced with new challenges as an important means of improving labor qualities:social labor employment needs strengthening skill training and the upgrading of the industrial structure needs more senior technicians. Although the system of vocational training have been implemented for nearly thirty years in our country, the overall level of vocational skill is relatively low. As far as the quantity of vocational training is concerned, only a few fields, units and laborers have the opportunity to accept the vocational training for the time being; as far as the quality of vocational training is concerned, laborers who have accepted the vocational training have gained a little in labor skills. In 2005, premier Wen Jia-bao puts forward the idea to vigorously develop vocational education with Chinese characteristics in the National Conference of Vocational Education by developing a variety of vocational training through different means. This needs us to use a reasonable distribution of education resources and different educational forms to develop vocational training of different contents and levels so as to satisfy the various and high-level needs of labor market. As an important force of the construction of life-long education, institution of higher learning should develop and promote laborers'vocational skills and succeed in cultivate high-quality vocational talents. This article, based on vocational training in institutions of higher learning, tries to come up with measures from the perspective of government, colleges and enterprises by investigating vocational training in several colleges, making use of training experience in foreign countries, associating the supply and needs of Chinese labor market and connecting vocational training in colleges and labor market under the guideline of modern theory of vocational training so as to overcome the imbalance of labor market and to enlighten people to realize the sustainable development of vocational training in institution of higher learning in China. This article mainly includes five parts. The first part is an overview, introducing the source of research, the research method, and the definition of related concept. The second part analyses the relevant policies of vocational training and labor market and then introduces the potential policy tendency in vocational training. The third part is the empirical study of vocational training and labor market, mainly targeting at the present situation of vocational training in institutions of higher learning. The study, taking some representative colleges and universities in Hunan Province for interviews and questionnaire, analyses the problems in vocational training based on the result of investigation. The fourth part mainly discusses developing vocational training experience in foreign countries and the different experiences of vocational training for the system and summarizes the common characteristic. The fifth part proposes to borrow experience from foreign countries in association with the demand and need of labor market and trainees and promotes the social function of vocational training from the perspective of government, institutes of higher learning and enterprises so that it provides new ideas for effectively solve supply and need of the labor employment and labor market.
