As the higher education turns from the seller's market into the buyer's market , the public expectation for higher education has experienced a fundamental change. On the one hand, students and their parents'worries turned from how to enter the college? into where to go? On the other hand, the issue of employment difficulties has made an effect on social harmony. How to create a win-win atmosphere so as to develop the higher education that receives people's satisfaction ? Effective response plan should be made by universities, who work as institutions of training potential personnel.This thesis uses stakeholders Approach as a theoretical basis to evaluate the effectiveness of non-profit organizations. The conclusion is drawn accordingly that in the process of talent training, universities should position with the employment-oriented, skills-based concept to enhance students'vocational qualities.The best choice is to Limit production to marketability in university talent training program. And the task is how to improve the satisfaction of stakeholders. Starting from the angel of sales , we take the recruitment requirements as criteria which reflect the gap between college students and vocational quality requirements of employers. Thus universities could design their production , say, the problem such as what kind of products to train? and how to train them?First, drawing on the theories of "the Fundamentals of Success" and Sihua model, it is found that when selecting and recruiting employees, employers require their candidates should be qualified in the ability of completing work rigorously, the mood of being willing to work hard, and deep, rich vocational knowledge in their career.Second, since there are defects in the training system, which is based on the majors rather than vocations , the first classroom alone (traditional in-class training) has been unable to carry out the mission of the higher education that receives people's satisfaction . Universities have to cope with strategies to optimize the existing training system and make up for the second classroom training program with a win-win objective. Considering the defects of the first classroom, the trend of the second classroom, through the systematic growth guidance and training depending on different needs and requirements, is to motivate students for vocational self-development and enhance the vocational quality, and smoothly realize the role change from school man to social man after the effective management process.Finally, the process of improving abilities of university students needs their ongoing adaptation. The process of these adaptations is the process of shell reset based on the theory of human resources development, in which the initial guidance and growth can be achieved for the triple adjustment of the career counseling, self-management and self-development. Particularly, school guidance is the key, without which later education after stepping into colleges would be useless. It is known from the growth model that even a fine seed needs a timely and continuous care after its germination. In other words, only by ongoing maintenance and a series of follow-up supports can the sense and thought that took shape be retained. As a saying goes, Practice is the sole criterion for testing truth . College students have to expose themselves with society for a test of practice and work to become employees with good qualities after experiencing sufferings. Thus, the second classroom training program with a win-win objective has become a cumulative and progressive process from the classroom to practice and practice to theory again. Therefore, a virtuous circle of training process has been completed.
