With the development of the society and the education, the qualities of the teachers in elementary and high schools draw more and more attention. The education of modern times requires more than increase in quantity or improvement of original education system. It needs the reconstruction of the system and the improvement of the teachers' qualities. One of the most important ways to enhance the quality of teachers and ameliorate the teaching method is to train the teachers systematically. The review of the present situation of the system indicates that there are still some problems that remain unsolved and they have much effect on the transformation of the teaching conception of teachers. Such problems as the conservative teaching evaluation system, the heavy teaching task of the teachers and the relatively neglect of improving the teaching method, and the less development of the construction of the training organization seriously influence the further development of the education.The target of this article is to make people understand the obstacles teachers face in the growing process, and find directorial ways of teacher's training through analysis of its history and reality.In the conception of the training of elementary and high school teachers, we expect that more attention should be paid to the subject of teachers, the diversified needs of them and the convert of teachingmethod. And the feedback should be active and in time. We consider that extensive knowledge of science and culture, systematical special knowledge and the solid educational knowledge are the basis for the specialization of the teacher staff, which should be acquired by teachers. In order to improve the efficiency of the teacher's training system, educational administrations and research organizations should know more about the requirement of teachers, pay more attention to the individual growth of them. They also should explore an open training organization that practices the "teachers education ticket" system, develop trainings of all kinds based on school itself, enhance the supervision and evaluation of teacher's training, and put emphasis on the theorization of it, so that we can improve the work.
