Based on mirroring higher education and administration experience from abroad, the undergraduate tutorial system is a new machanism which is adopted by some colleges and universities in China in pursuit of meeting the need of higher education development and cultivating high-quality talented students with creative potential during undergraduate course. Although this system promotes reform of education concept and the enhancement of education quality to a certain extent, it is an immature system itself, can not bring the expected effect and need to be further consummated in practice.This thesis tried to find out the factors affecting the implement of the undergraduate tutorial system and make an analysis about why this system failed to reach the expected objectives. After making an investigation into the current situation of the system in Nanjing University of Traditional Chinese Medicine, we came to this conclusion that inefficient or weak monitoring and no clear index for judgement were the two main reasons. Therefore, it is necessary to establish the judegement system for undergraduate tutorial system which takes the students as the main body for judgement and takes the investigation whether the cultivation reach the anticipated objective or not as the main content for judgement. This judgement system is used to regulate the implement of undergraduate tutorial system and play a role in monitoring.Cultivating objectives concludes the content and pattern of judgement. The judgement for undergraduate tutorial system is based on the cultivating objectives and offering value appraisal focusing on the development of students' personality and creative disposition. Constructive-modular, this researching method was applied when we established and arranged the judgement system after combination the analyses and definition of talent with creative disposition with the cultivating objectives. We designed moulding character modular and creative disposition modular according to the cultivating objectives which were divided into moulding character and creative disposition. Moulding character modular can also be devided into four parts. They are professional self-cultivation modular, culture self-cultivation modular, moral character modular, psychological disposition modular and character development modular while the creative disposition modular encompasses the creative spirit modular, creative personality modular and practical ability modular. A series of specific, fathomable, manipulative index which were applied to annotating these modulars were screened and given weight by Delphi technique and key character survey method. Thus the judgement system came into being and further being tested, revised and consummated later.This thesis is focusing on the judgement of the implement of undergraduate tutorial system and can only solve some problems about how to consummate this tutorial system. However, as for other problems encountered during this research, such as no clear description of the tutor's position, duty and work field, we can only offer some suggestion with the hope to provide you a research direction and reference for further study.
