According to the theory of HeXie Theory—developed by professor YouMin Xi in 1989 (Originally, It's called the Harmony Theory. But recently professor Xi realized that the English word "Harmony" is not equal to the Chinese word "HeXie" in stead of "Harmony".), "no matter what type of system it is, if it forms a harmonic inner structure, it will possess better systemic characteristics such as improved information flow and better utilization of feedback to keep organizational behavior aligned with the desired results." Here HeXie is defined as the ability to integrate different subsystems in the primary and middle schools in order to realize their organic synergies. How can we build the harmonious management model of the primary and middle school in the big background of building harmonious society in China? Based on the analysis of the problems and their causes of the traditional models in traditional Middle-Primary school management, I try to find a way to build the harmonious systems of the modern management model. The system divided onto four subsystems: navigation system—to guide by the modern school management idea; support system—the suitable school organization framework; behavior criterion system—the precise rules of school and realization system—the methods of modern management. They work together efficiently, surrounding the special issues in different period of school development to realize the harmony.
