The prosperity of a country depends on its education, and especially the compulsory education, because it is a primary condition for social equity and mobility, as well as a foundation for the improvement of citizens'quality and national development. The balanced development of compulsory education plays an important role in promoting social equity and constructing a harmonious society. However, there exist serious problems of unbalanced allocation of financial resources in the compulsory education. As a result the compulsory education in urban areas is more developed than rural areas because it has much more advantage in the aspects of school educations, competence and teaching quality, On the other hand the rural compulsory education is underdeveloped because of lack of funds. The problems in allocation seriously affect the balanced development of compulsory education.The thesis aims at researching on the allocation of financial resources in urban and rural compulsory education. Based on the theories of educational resources allocation, educational investment and Public Good, this research manages to find the underlying causes from multi-perspective by analyzing the differences between rural and urban education, Guided by the idea of economic development of contracting harmonious society, regurgitation-feeding of the industry for Agriculture and the urban for the rural, this thesis puts forward some strategies on balancing the allocation of financial resources, Those strategies and proposed by following the law of objectivism and some relative principles of the allocation of educational resources. There will inevitably inconsistencies between the forward, Looking theory and operational practices because of the difficulty of this research. But it is hoped that this research can draw social concerns on balancing the allocation of financial resources for compulsory education.This thesis is composed of five parts. The preface covers the objective, value of this research literature review on some previous researches, an analysis of the root of the problems, with the allocation of financial resources in urban and rural areas and the research methods.Part II discusses the background of balancing allocation of financial resources of compulsory education in the urban and rural.
